The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP’s Regional Offices help to implement UNEP’s global programs at the regional and country levels by initiating, coordinating and catalyzing cooperation and action in response to environmental problems and emergencies.
This position is located in UNEP Country Office, New Delhi, India.
Under the direct supervision of the Head, UNEP Country Office in India and in close collaboration with the UNEP’s Law Division, the incumbent will support the coordination of the Global Environment Facility (GEF) funded project on “Development and Promotion of non-Persistent Organic Pollutants (POPs) alternatives to Dichlorodiphenyl Trichloroethane (DDT), especially with the actors in India and will be responsible for the following duties:

Responsibilities

• Coordinate activities related to the above project and its components and support national executing agencies and partners in executing detailed work plan based on the project documents that are approved by the Global Environment Facility and endorsed by the Government of India;
• Coordinate the development and delivery of training workshops on project outcomes including Integrated Vector Pest Management (IVPM) and legal aspects of DDT alternatives;
• Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties (including implementing partners and consultants/individual contractors) to support the delivery of expected outputs of specific components of the project; identify and track follow-up actions.
• Carry out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
• Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
• Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, etc.
• Coordinate and provide necessary support to outreach and communications activities/materials being developed under the project executed by partners, including support for compliance with legislation and regulations in India (e.g. licenses to support production of a film).
• Participate in field missions, including provision of substantive and administrative support, data collection, etc.
• Coordinate with project partners for establishing synergies among various components of the project and its linkage with Stockholm Convention;
• Coordinate annual Project Implementation Review (PIR), medium term review (MTR) and other necessary reporting obligations under the project;
• Coordinate the day-to-day exchanges with line Ministries and provide updates as and when requested by the GEF focal point and UNEP teams;
• Coordinate activities related to budget monitoring (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (work programme, programme budget, etc.).
• Perform other duties as required to support and strengthen the related chemicals work of UNEP in India.

Competencies

Education

Advanced University degree (Master’s degree or equivalent) in environmental science/engineering, natural science, economics, management, or a related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Professional certification in project management is desirable.

Work Experience

A minimum of two years of progressively responsible experience in project/programme management, related to chemicals is required.
Experience in Global Environment Facility project implementation is desirable.
Experience working with an international NGO or comparable organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Fluency in Hindi is desirable. Knowledge of another UN official language is desirable.
NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by technical test and competency-based interview.

Special Notice

Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located.
This is a project post. Appointment against this position is for an initial period of one year.
