Context:

Under the overall supervision the Head of Humanitarian Assistance and Operations, and direct supervision of the Protection Coordinator of Cox’s Bazar Sub-Office (SO) of the International Organization for Migration’s (IOM) Country Office in Bangladesh, the Protection Officer (Child Protection and Counter-Trafficking) will be responsible for managing and overseeing the Child Protection (CP) and Counter-Trafficking (CT) work portfolios for the Rohingya refugee camps and host community areas. The IOM Protection Unit in Cox’s Bazar SO comprises four technical areas: General Protection, Counter-Trafficking, Child Protection and Gender-Based Violence (GBV) with key activities concentrating on case management services, psychosocial support (PSS), community-based protection through community engagement, accountability, and outreach, and capacity building initiatives.

Core Functions / Responsibilities:

  1. Maintain and strengthen IOM’s current CP and CT programmes to respond to the needs of Rohingya and host community beneficiaries, through direct implementation and partnership with identified child protection and counter-trafficking actors.
  2. Provide expert technical support in inter-agency protection fora regarding protection, CP and CT, and ensure that IOM’s programmes are coordinated well with relevant actors in the field.
  3. Coordinate and manage IOM’s responses to CP and CT cases and refer or support cases as appropriate (e.g. screening, interview, counselling, referral or assistance depending on programme’s scope and implementing capacities).
  4. Ensure CP and CT staff, consultants, and volunteers are recruited and receive adequate training, coaching and supervision to ensure timely delivery of results that are of a high quality to beneficiaries.
  5. Support capacity building efforts for Bangladesh SO’s staff and implementing partners on CP and CT related standards and tools.
  6. Contribute to project development and reporting by providing technical input and advice for proposals and reports to ensure they are in line with IOM’s mandate and goals. Support donor and other reporting obligations by tracking and advising on projects and operational achievements, challenges, lessons learned and best practices.
  7. Support the Protection Unit’s strategy by collaborating with all units of SO to ensure an integrated response to Rohingya and host communities in Cox’s Bazar. Integration measures may include preparing a plan, holding training to sensitize staff, and assess progress while identifying gaps and taking action.
  8. Conduct regular monitoring and evaluation of project activities to ensure timely delivery of results, identify CP and trafficking trends, and make sure that activities are addressing the current needs of the beneficiaries.
  9. Participate in the Bangladesh CO’s Protection from Sexual Exploitation and Abuse (PSEA) efforts by providing information to staff, PSEA champions; reinforce reporting procedures among staff.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Work, Law, Social Sciences, Child Psychology or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Significant experience in child protection and counter-trafficking, humanitarian responses; and

• Significant technical experience in case management, psycho-social support services and/or community-based protection, for displaced populations including refugees, asylum seekers or other vulnerable persons.

Skills

• Ability to work effectively under pressure in hardship situations and harmoniously in a team with colleagues from varied cultures and professional backgrounds;

• High degree of judgment and initiative;

• Ability to work independently within assigned areas;

• Capable of analyzing and strategizing programmatic shifts in a humanitarian context;

• Demonstrated ability to supervise and manage large field teams at an operational level in humanitarian emergencies;

• Excellent knowledge of project management or humanitarian funding cycles;

• Good knowledge of UN and bilateral donor programming;

• Excellent skills to write and speak clearly and concisely in English;

• Strong computer skills; and

• Proven high-level representation skills, such as speaking at meetings and providing situational analysis.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of

Rohingya and/or Bangla is an advantage.
