Mission
The monitoring and evaluation advisor supports the development of projects within the assigned Member Associations (MAs). S/He takes a leading role in the development of monitoring and evaluation (M&E) systems and their implementation as well as in the development of monitoring and evaluation frameworks and tools if required. Moreover, s/he leads capacity-building initiatives in M&E on different levels in the assigned countries and works closely with other units to strengthen the overall M&E system.
Tasks and Responsibilities:
Planning
- Support the creation of results frameworks/log frames
- Provide guidance on the selection of indicators
- Set up of monitoring framework
- Understand and adhere to donor requirements for MEAL throughout the project cycle
- Ensure the integration of the M&E inputs to the annual work plans, proposals, and reports
Monitoring
- Ensure that assigned MAs have a robust monitoring system in place and documented to provide relevant data for internal and external requirements and learning
- Coordinate data collection and analysis in accordance with monitoring plans
- Advise and update the project manager on all aspects of monitoring and evaluation
- Prepare briefs, presentations, success stories, and working papers as requested
- Give input to project reports
- Circulate program reports and deliverables for feedback and review
- Coordinate M&E visits to project locations
- Assist partners to set up and using reporting systems (ProDIGI application for project management) that meet the internal M&E requirements
- Maintain the M&E databases (including the program database and ProDIGI)
- Establish and undertake periodic reviews of the project monitoring framework
- Check and validate project data in collaboration with project staff
Learning and knowledge sharing
- Ensure that collected data and experiences translate into documented learning that is used to adapt the project and contribute to organizational knowledge using federation processes and systems
- Lead the development of Terms of Reference for external consultancies
- Lead the implementation of required project evaluations
- Ensure dissemination of findings from evaluations
- Capitalize on lessons learned and suggest improvements to the M&E system
- Drive active prevention of child abuse and inform relevant persons about cases in collaboration with the national investigators
Capacity Building
- Provide capacity building to project staff on data collection, monitoring and analysis, results-based management, the associated tools (PDB2 and ProDIGI IT Systems) and other relevant monitoring and evaluation topics
- Provide technical support to project staff to interpret the collected data and make informed decisions for improvements
Requirements:
- University degree or equivalent in the relevant area, preferably degree in social science, including statistics
- Minimum of 5 years relevant experience in monitoring and evaluation, emergency context preferred, including the development of M&E tools (e.g. results frameworks, indicators, monitoring framework)
- Experience in design and implementation of qualitative and/or quantitative data collection (e.g. interviews, focus group discussions, surveys)
- Several years of work experience in the humanitarian aid and/or development sector
- Excellent organizational, problem-solving, and communication skills
- Ability to adapt to changing circumstances, work under pressure and cope with stress
- Experience in establishing strong and effective working relationships with colleagues from different backgrounds and cultures
- Excellent Skills in MS Office application (Word, Excel, PowerPoint)
- Proficiency in English; Ukrainian, Russian or Polish is an asset
- Willingness to potentially work in a volatile security environment
