MHPSS coordinator (M/F) – Yemen At Médecins du Monde

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM has been working in Yemen for many years. MdM currently intervenes in the nrthern governorates of Sanaa and Amanat Alasima (support to 5 health facilities) as well as in the southern governorates of Abyan, Lahj and Aden (support to 10 health facilities. The strategy is based on two key axes: provide primary healthcare services, and provide mental healthcare and psychosocial support in specific healthcare institutions and through a network of community health volunteers.

TASKS AND RESPONSIBILITIES:

Under the supervision of the field coordinator, you have the responsibility to design, implement, follow up and supervise the different mental health and psycho-social support (MHPSS) activities in Yemen. You technically manage MHPSS supervisors in Sana’a and in Aden. You work in close collaboration with medical coordinator based in Sana’a.

Your main responsibilities are the following:

MHPSS programme management

  • Ensure achievement of MHPSS strategic plans and programme targets according to the needs, MdM policies, national, international standards, and available funds
  • Ensure a proper design of MHPSS activities in all MdM areas of intervention according to updated field assessments and actors mapping
  • Ensure MHPSS programme design is cultural-adapted, and activities are prioritized according to the identified needs, with an emphasis on group, community-based PSS activities
  • Validate and ensure implementation of the MHPSS operational action plan prepared by MHPSS Supervisors
  • Supervise the development and implementation of evaluation systems
  • Supervise and monitor data collection processes and analyse MHPSS data on a regular basis and set up corrective measures when needed
  • Create and adapt data collection tools and ensure data protection during management of cases by MdM team or during referral to another partner
  • Ensure supervision of the MHPSS teams for monitoring the quality of delivered services
  • Ensure the MHPSS programme reacts to any change (outbreaks, new needs arising, opening of new programs, influx of IDPs, etc.)
  • Ensure integration of MHPSS component of the program into medical country programme and PHC activities
  • Ensure MHPSS programme budget is consumed according to the plans
  • Ensure inclusion of social and psychological considerations in services provided to GBV survivors and linkage to referral pathways to other GBV actors for non MHPSS services

Capacity building and technical support

  • Participate to the recruitment of the staff
  • Provide technical inputs/support to MHPSS supervisors and participate to their annual appraisal
  • Develop appropriate training objectives, planning, contents and didactic materials for MdM and non-MdM personnel
  • Train national staff on the inclusion of social and psychological considerations in services provided, in a cross-cutting approach
  • Conduct theoretical and on the job training for health facilities supervision teams
  • Sensitize the medical staff of the supported health facilities to psychological and psychosocial issues
  • Train the relevant staff on the referral system and reporting tools
  • Train new staff, provide guidelines and tools to newly recruited staff**

Coordination and reporting

  • Coordinate with the medical coordinator and field coordinators for involvement of mdical supervisors in the follow-up of MHPSS activities
  • Collect data from the different bases and provide an analysis of collected data
  • Contribute to donor and internal reporting
  • Participate to coordination meetings
  • Represent MdM in relevant external meetings including but not limited to mental health clusters and working groups
  • Participate to any assessment needed to develop the programme and MHPSS activities more particularly.

CONDITIONS OF EMPLOYMENT:
Status : Employee

Contract : Fixed-term contract
Duration : 6 months
Starting date: April 7, 2022
Gross monthly salary: 2 860 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

Teleworking agreement for positions eligible to telework: 110 days/year (minimum of 1 day per week onsite)

SKILLS AND EXPERIENCE NEEDED:
Mental health professional (psychologist, etc.)
Minimum of 3 years of experience in MHPSS programmes in humanitarian emergencies/context with both individual counselling and psycho-social support activities
Experience in local partnerships
Experience in working with communities
Knowledge of public health issues
Experience in supervision and management
Proven pedagogical and psychological technical expertise
Understand a healthcare system (including organisation, curriculum of medical/MHPSS profiles and national healthcare programmes) and summarise the broad outlines
Understand the integration of social and psychological considerations in a healthcare system (comprehensive model of care, patient centered approach)
Understanding of integrated approach in MHPSS is mandatory (cross-cutting approach)
Plan and quantify MHPSS activities
Define MHPSS needs within primary healthcare and adapt operational activities to the new field constraints
Define and analyse mental health indicators
Grasp international MHPSS standards
Knowledge of pack Office 365
