We are seeking an experienced Performance Monitoring Specialist to assist with our team’s implementation of USAID/Nepal’s Learning for Development (L4Dev) Contract in Kathmandu, Nepal. The contract is anticipated to start in July 2022. The Performance Monitoring Specialist is responsible for strengthening the Mission’s and its implementing partners’ performance monitoring systems by developing effective monitoring tools including adoption of digital and virtual tools and geographic information system (GIS) technologies for monitoring performance at the strategy, project, and activity levels.
- Develop performance indicators across multiple sectors and for cross-cutting areas;
- Develop performance management plans (PMPs), logical frameworks, results frameworks, and monitoring and evaluation (M&E) plans at both an activity and program-wide level;
- Developing a stakeholder database for periodic virtual review and reflection sessions;
- Keep abreast of publicly available data sources (such as those of multilateral organizations, think tanks, research institutions, etc.) and the indicators they measure;
- Devising methods for effective use of photos, videos, and digital data for monitoring purposes;
- Developing, maintaining, and updating performance monitoring tools, as needed;
- Contribute to indicator development and review of the PMP, project and activity M&E plans, implementing partner performance monitoring processes, as well as other performance monitoring tasks;
- Conduct third-party performance monitoring trips up to six times per year;
- Coordinate with the program’s data teams on the best techniques for integrating best practices around data collection, analysis, and visualization;
- Serve as a point of contact for one of the technical teams in the Mission; and
- Provide performance monitoring backstopping USAID Development Objective (DO) and technical teams.
- A master’s degree or greater in a relevant field such as applied social sciences, organizational sciences, development economics, or monitoring and evaluation;
- At least seven years of experience in international development, including experience and/or technical knowledge in the design and management of development projects in Nepal;
- At least five years of international experience in design and implementation of performance monitoring as well as performance and/or impact evaluation, analyses, and assessments of large and/or complex development projects;
- Excellent English writing and speaking (S/4 and R/4 levels at least) as well as presentation skills; and
- Technical expertise in health, governance, agriculture, economic growth, vulnerable populations, and environment sectors are advantages.
