Proposal Summary:
The purpose of USAID/Egypt ’s Services to Advance Evidence-Based Learning Contract is to provide performance management, monitoring, evaluation, assessments and research and learning support services and build capacity of USAID/Egypt to implement USAID’s CLA methodology to strengthen the implementation of USAID/Egypt’s CDCS and enhance USAID’s organizational effectiveness. The Contractor will provide services and assist the Mission in planning, designing, conducting, dissemination, and learning from high-quality M&E and research activities.

Position Summary:
The Senior Monitoring Specialist (SMS) will be responsible for leading and managing the technical work related to performance monitoring under this contract. Among other relevant tasks, the SMS will conduct Data Quality Analyses in accordance with ADS 201, lead/oversee the review of activity-level M&E plans, and work to ensure the quality and utility of performance monitoring data. The SMS will also support the Field Monitors by reviewing reporting methods, carrying out training needs analyses, designing reporting tools, and advising technical offices on ways to improve field monitor performance.
Responsibilities:
- Conduct Data Quality Assessments in accordance with USAID ADS 201.
- Lead review of activity-level M&E plans.
- Ensure the quality and utility of performance monitoring data.
- Support Field Monitors by reviewing reporting methods, carrying out training needs analysis, and designing reporting tools.
Qualifications:
- Advanced degree in a relevant field.
- Seven (7) years of progressively experience in the following areas: indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and/or reporting.
- Demonstrated MEL facilitation and trainer experience, from design, to implementation and reporting.
- Substantive experience leveraging performance monitoring data for the improvement of ongoing project management.
- Project management skills.
- Arabic language skills. Exceptional proficiency in English preferred.
