About the mission:
PIN has been working in Northern Syria since 2012, providing support to conflict-affected communities and IDPs. PIN’s contribution to the overall Syria humanitarian response is amongst the largest, with more than 650 staff and annual turnover of over $50 million. The major donors are the UNOCHA, ECHO, EC, USAID/BHA and SDC.
General position summary:
The purpose of this role is to contribute to diversification of funding from institutional donors through the development of relations with, and funding proposals to non-traditional humanitarian grants to complement PIN’s existing and significant humanitarian interventions inside Syria. This will enable PIN to be dynamic in its response, continuing to respond to the humanitarian needs where they are greatest but also seeking to demonstrate a more sustainable and long-lasting positive impact.
The Programme Development Advisor (PDA) reports to the Programme Quality Director (PQD), who has overall management of cross-hub functions of Grants, MEAL and Accountability. The PDA will liaise closely with the Syria Grants Manager (managing ongoing grants and humanitarian donor proposals/reporting/relationships) and Area Directors (ADs – who manage the response at a hub level) and Hub level Programme Directors to ensure a coordinated approach. The PDA will also need to work with colleagues in finance, HR and compliance when exploring new potential donors and funding mechanisms.
Duties and Responsibilities:
I. PROGRAMME FUNDING DEVELOPMENT AND STRATEGY
- Work with Programme Directors and Area Directors to identify contextual developments, programmatic needs and opportunities for intervention not covered by existing humanitarian donors
- Conduct stakeholder analysis and donors mapping to identify prospective new donors with which to build relationships and seek funding.
- Conduct desk research of prospective donors and partners, identifying suitability and alignment with PINs strategy and approach.
- Support the Country Director, Area Directors and Programme Quality Director to build relationships with prospective donors and partners.
- Lead on proposal development of stabilization or other non-traditional humanitarian grants in coordination with the PQD and Grants Manager.
- Work with Country Management Team and colleagues in Operations to ensure staffing structures are ‘fit for purpose’ for any new funding avenues, and where necessary to work collaboratively to develop
- new structures. Highlight compliance requirements with relevant colleagues in Finance, Operations and Grants.
- Contribute to the development of the Syria Strategy in collaboration with other Hub and Country Management staff.
- Represent PIN to donors, fora, and networks as appropriate
II. TECHNICAL DEVELOPMENT
Work with technical leads in hubs and HQ to strengthen technical approaches (including design of relevant assessments and analytical outcomes of these), highlight learning or relevant best practice to assist in the development of PINs programming. Particularly relevant sectors/approaches include:
- Market systems development
- Innovative livelihoods and interventions (skills development and youth engagement inclusive)
- Social cohesion in post-conflict settings
- Cross-cutting topics: gender, protection and environmental mainstreaming
Other duties and tasks as assigned by the line manager, based on current needs and opportunities
Suitable candidates for this position should possess:
- At least 5-years´experience of working within a humanitarian and/or development organisation;
- Demonstrated experience in
1) programming linked to the above-mentioned sectors
2) leading the coordination of successful large-scale proposals to key institutional donors, including ECHO/EC, USAID (Bureau for Humanitarian Assistance), FCDO (UK Aid), Swiss Development Cooperation (SDC) and UN OCHA; - Strong grasps of programme cycle management and quality standards in humanitarian programming;
- Experience of working in complex and volatile context (familiarity with the humanitarian context in Syria is an advantage);
- Strong organizational, critical analysis and problem-solving skills;
- Excellent communication and coordination skills, including fluent spoken and written English, with strong editing skills;
