Background
The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance.
Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighboring countries to provide aid to tens of thousands people forced to flee. NRC has launched a humanitarian response plan for the next six months to support 800,000 people inside Ukraine and neighboring countries.
NRC is operational in Ukraine and is also in the process of setting up country operations in Poland and Romania and Moldova and potentially other countries subject to regional context developments. To support the regional response in the best way, NRC has decided that it will set up a regional office in Warsaw Poland. This will ensure a centralized structure in proximity to the crisis and provide a coordinated support and management to the country operations.
The role
The Regional Programme Director in the Ukraine Response Regional Office is responsible for leading and coordinating programme support to NRC operations in the region. This includes overall responsibility for programme development and strategic vision in the region promoting learning and cost-conscious culture. The Regional Programme Director has the overall responsibility to develop and ensure good partnership relations.
Responsibilities
- Capitalise on regional opportunities and experiences to further strengthen and develop NRC’s programmes in the region
- Ensure donor relations are well managed and utilized to a maximum and further explore potential new donor opportunities within the region
- Serve as the focal point for input of relevant content to the Region’s annual and triannual reports
- Serve as the Region’s focal point to the Head Office (HO) Global Programme Section, and the HO Partnership and Policy Department on Programme related issues
- Oversee the timely recruitment of Programme Department staff
- Liaise with CDs and Country Offices’ Heads of Programme to ensure effective and constructive communication between related functions and COs
- Manage performance and staff development of the Department’s members with reference to Unit’s ToRs
- Ensure that Heads of Unit are accountable for results
- Ensure implementation of, and, adherence to NRC’s global policies and initiatives relevant to the Regional Programme Department in strict cooperation with the Regional Head of Compliance
- In cooperation with the Regional Support Director, explore and create synergies between country offices related to programmatic support and development
- Identify, develop and coordinate regional resource mobilisation opportunities
- Contribute to increase the profile of NRC as a leading humanitarian organisation in the region
- Foster solid working relationships with key staff within the regional donor community and other relevant stakeholders
- Provide technical support and strengthen capacities on specific programmatic aspects
- Upon request, deputize for the NRC Ukraine Response Regional Director.
- Build and develop the Regional Programme Department structure in an inclusive manner that garners maximum support from Head Office, Regional Office and Country Office staff with a specific focus and investment on capacity development strategy in strict coordination with the Regional Learning and Development Adviser.

What We Are Looking For
- Minimum 7 years of relevant leadership/management experience within the humanitarian field
- Background in a relevant professional discipline combined with broad experience of operational management
- Knowledge of the support functions; Finance, HR, Logistics and Administration
- Experience of effective change management
- Experience from working in complex and volatile contexts
- Documented/proven results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Knowledge of the context in Central and Eastern Europe
- Experience with start-up, exit or similar
- Understanding of matrix structures
- Professional credibility to provide strategic leadership across a multi-disciplinary team and to provide strategic guidance to senior managers in country operations
