Logistics Officer At Peace Winds Japan

Peace Winds Japan (PWJ; https://peace-winds.org/en/) is a non-governmental humanitarian organization dedicated to the support of people in distress and threatened by conflict, poverty, or other turmoil. PWJ is currently implementing a humanitarian programme in Ukraine and Moldova which covers sector of Health (medical supplies to Ukraine), Protection (food, NFI and MHPSS).

  • Position: Logistics officer (1 vacancy; consultancy contract)
  • Duty station: Chisinau, Moldova (with travelling to Ukraine)
  • Period: 6 months (extendable) starting immediately
  • Compensation: Salary and benefits/allowances in accordance with the organization policy

Responsibilities:

  • Coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic and security procedures and provides logistical support to the Ukrainian programme. Building the capacity of the local logistics support team in the base.
  • Managing the proper setup / rehabilitation / running of base premises (office / guest house), ensures the proper functioning of supply chain including procurement planning, purchasing of goods and services, their transport and storage, supervises the organization, planning, and maintenance of the fleet, evaluates/reports the need and ensures the proper use of PWJ equipment, assesses and ensures the functioning of the means of communication appropriate for the PWJ office.
  • Security on the base including staff, premises, as well as security of PWJ assets by assessing, monitoring and reporting the security situation and develops security procedures relevant to the context, representing PWJ to the relevant authorities at the local / regional level and participates in logistics and security meetings with humanitarian actors and local authorities.
  • Any other task assigned for smooth implementation of the programme.

Qualifications:

  • At least Bachelor’s degree or equivalent (desirably in social science, management, business, public administration, o related fields);
  • Professionally proficient in spoken and written English and Romanian
  • Relevant professional record (proposal/budget writing, institutional fundraising, etc.)
  • Demonstrated ability to carry out work independently with attention to details;
  • Demonstrated ability to form constructive engagement with project stakeholders and donors; and
  • Excellent skills in interpersonal, oral/written communications and presentation.

Assets:

  • Working knowledge and understanding of Humanitarian Principles and Core Humanitarian Standards;
  • Public speaking ability, such as through presentations, workshops, trainings;
  • Demonstrated competence in multi-tasking, working in a fast-paced environment, strategic thinking, and delivery of measurable results; and
  • Japanese language skills
