Norwegian People’s Aid is seeking two Technical Field Manager for the Humanitarian Mine Action Programme in Iraq.

Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. NPA Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Currently, NPA has more than 18 Mine Action Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

Norwegian People’s Aid (NPA) Mine Action and Disarmament has been present in Iraq since 1995 and is operational in serveral governorates in the country; Anbar, Nineveh, Basra and Muthanna with approximately 400 staff, including about 30 international positions. The programme is involved in survey and clearance of improvised landmines, cluster munition remnants survey and clearance, and quality assurance. The programme is managed from its Mine Action and Disarmament country office located in Baghdad.

The programme is in need of two new Technical Field Managers in Anbar who will be responsible for managing survey and clearance teams and for mentoring site supervisors. Further to this, the Technical Field Managers will, in coordination with the Senior Technical Field Manager, provide information for Technical Working Group/s and other relevant forums for exchange of information and experience with other operators. The operational role of the project ranges from soft tasks such as EORE to highly technical tasks that could include manual RSP of improvised Mines. The successful candidates will have a mixture of skills that best complement the rest of the team. The TFMs should also be prepared to become a role model and mentor as part of the capacity development of host nation national staff.

Duty station: Anbar (Ramadi or Haditha)

In this position your main responsibilities will be:

  • Under direction of the Senior Technical Field Manager, the TFM is overall responsible for overseeing the daily planning, supervision, and execution of HMA activities to include NTS, mechanical, and manual.
  • Personally, conduct spot tasks, identify and isolate components of ordnance and improvised mines, and search unoccupied structures (if qualified).
  • In cooperation with the Senior Technical Field Manager, provide technical input for Standard Operational Procedures and other technical documents relevant for clearance of the explosive hazards in the area of operations.
  • Deliver capacity development plans and mentor national operational staff.
  • Contribute to methodology development.

To be succesfull in this role you must have:

  • Relevant higher education or equivalent military qualifications.
  • IMAS EOD level 3 or equivalent military qualification.
  • Good knowledge of Humanitarian Disarmament policy, IMAS, NMAS, SOPs and land release principles.
  • Proven ability to develop and manage teams in survey of mines and other ERW, including motivating and leading a team.
  • Experience working with and in a multi-national and multi-cultural context.
  • Experience with capacity development of national mine action local national employees and mentoring.

We consider it an advantage if you also have:

  • Experience from mechanical operations.
  • Experience in High Risk Search and /or IEDD.
  • Previous professional experience in Iraq.

In this position, the following personal qualifications are required:

Good communication skills along with the ability to motivate staff are key in this position. Moreover, excellent organizational skills with the ability to plan and coordinate activities, and the ability to adapt to harsh environment and work calmly under pressure and with limited supervision are essential. Finally, the ability to meet tight deadlines is key.
