CONTEXT

MSF consists of 5 Operational Centers (OCs), 3 European Supply Centers (ESCs) and 22 partner sections (PS). OCB (Operational Center of Brussels) is one of the 5 operational centers.

Driven by MSF’s goals, the OCB Supply chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. The supply chain is composed of different entities to cover the whole, all having interactions with each other. As such, the scope covers a supply chain that is specific, humanitarian and subject to emergencies.

The OCB itself procures 190 million euros of goods and services per year. Purchases are made by several entities: the European Supply center (MSF Supply) for international purchase of goods and transport, Headquarters in Brussels plus 9 offices around the world that procure mainly services for internal use, a regional intersectional hub in Kenya (Kenya Supply Unit – KSU) that procures for the East Africa region and all the local missions and projects.

In line with the global MSF strategy, the MSF Strategic Procurement Program (MSPP) has been launched in order to intensify collaboration between the different MSF entities and streamline the existing MSF procurement set-up with the aim to achieve optimal operational efficiency by avoiding duplication, waste and operational complexity.

The ultimate goal of the program is to develop and implement a global, common approach to strategic procurement across all entities (OCs, ESCs and PS) at international, regional and national level.

RESPONSIBILITIES

Under the supervision of the Head of Procurement and in close collaboration with the Supply Front Officers representing the needs of the operations, the Field Procurement Expert will provide adequate support to the field through:

Field assignments to provide:

  • Expertise for specific instances linked to procurement (procurement strategy definition, market assessments, negotiations contract, etc.…)
  • Coaching and training (supply managers/officers, procurement managers / officers, and purchasers)

At the headquarters:

  • Briefing of expatriates when relevant
  • Definition and development of the relevant tools, indicators, guidelines, policies and procedures

It is anticipated that the Field Procurement Expert will be on the field around 2/3rdof the time, with assignments to different locations varying between 3 to 12 weeks, with some time at the headquarters in between to work on tools and guidelines, as well as some of the other support tasks that can be performed from a distance.

Perspectives: this is a one-year assignment, however, given the strategic role of procurement and the

expectations from the field, other opportunities to work in purchasing on the field or at the headquarters will likely arise for a performing individual.

REQUIREMENTS

Qualifications & Experience:

  • Master level or equivalent. Purchasing / procurement specialization would be welcome
  • A minimum of 2 years in a purchasing / procurement function
  • Purchasing experience in Africa or Asia and/or an NGO experience would be a strong added value
  • Good knowledge of an ERP – Logistics / Unifield would be a plus

Languages:

  • Fluency in English is required
  • French is a strong asset
  • Good command of Spanish / Portuguese / Arabic is an asset

Competences:

  • Ability to work in a multi-cultural environment
  • Proven diplomatic and listening skills
  • Pedagogical skills / teamwork
  • Methodical & structured

CONDITIONS

  • Starting date: as soon as possible (at the latest 2nd of May 2022)
  • Contract type: 1-year contract, full time
  • Workplace (when not on the field): Brussels *
  • Ready to travel up to 2/3 of the time
  • Salary according to the MSF-OCB HQ salary grid – Meal vouchers – Hospital insurance (DKV) – Pension plan – 100% reimbursement for public transport cost
