Protection Coordinator At IsraAID

Reports To: Country Director

Location: Based in Kampala with travel to project locations in Moyo and Obongi districts 40% of the time in Kampala and 60% of the time in Moyo & Obongi districts.

Contract Type: full time – local position

Starting Date: ASAP

Duration: 12 months with a possibility for renewal.

Summary

This position is an exciting opportunity to join a growing organization in developing its global humanitarian practices. The Protection Coordinator will oversee the strategic development and positioning of the organisation in Uganda in the area of Moyo and Obongi districts while supervising the implementation of protection projects in numerous locations.

Context

IsraAID is an Israel-based non-governmental organization that was founded in 2001 and has since its inception worked in emergency and long-term development settings in over 55 countries. IsraAID’s mission is to support people affected by humanitarian crises by partnering with local communities around the world to provide urgent aid, assist recovery, and reduce the risk of future disasters. IsraAID has operated in Uganda since 2016 when the organization responded to the South Sudanese refugees influx.

Job Purpose

GENERAL RESPONSIBILITIES

Programme Design and Implementation

  • Provide strategic direction, leadership and overall technical supervision and support to the protection program, ensuring it is needs-based, context-appropriate, responsive, coherent, collaborative, and operationally feasible and in line with IsraAid’s country strategy.
  • Foster within the Protection Program team an understanding of the broad protection context – political, cultural as well as community context – to contribute to programme design.
  • Lead efforts to contextualize interventions and best practices.
  • Develop and undertake assessments and evaluations to inform program design and strategic direction.
  • Draft project workplans and coordinate implementation of projects
  • Provide technical guidance to programme staff to ensure consistency and quality in program implementation
  • Work in collaboration with HQ Technical Advisor and Country Director to oversee project implementation ensuring that services are delivered on time, on budget and in compliance with program objectives. Ensure that the program is implemented in ways responsive to communities, partners, and in line with IsraAid principles, values and strategic plan and procedures
  • Ensure that programme interventions continue to be informed by and integrated with other core sectors
  • Develop and review program tools ensuring adherence to IsraAid and international standards
  • Continuously identify and document protection issues

Representation

  • Represent IsraAid with external stakeholders, including humanitarian partners, donors, authorities, etc.
  • Actively participate in cluster meetings and any other relevant forums

Monitoring Evaluation Accountability and Learning

  • In coordination with HQ and country office MEAL units to develop tools for the effective implementation of the program
  • In collaboration with the country office MEAL officer, monitor programme objectives, outputs, indicators and activities – ensuring team remains on track as per program commitments
  • Guide the protection teams to ensure appropriate, timely and accurate data collection against agreed indicators and support the compiling of both internal and external reporting
  • Ensure learning from the protection programme contributes to knowledge building and sharing within the country office and IsraAid global.
  • Lead discussions with communities and beneficiaries on programme design and project review, as agreed with Technical Advisor, Field Coordinate/ Project Manager(s).

Partnerships

  • Foster a spirit of collaboration and empowerment with IsraAid’s local partners.
  • Identify, reach out and create collaboration with partners such CBO and academies which is in line with the Country Office Protection vision
  • Offer support to partner organizations (e.g., CBO’s) in developing coherent strategy and action plans
  • Conduct periodic review of joint project plans to identify obstacles and the ways they could be addressed

Grants and Development

  • Work closely with the Country Director and Project Manager(s)/Field Coordinator to secure strategic funding opportunities and develop proposals based on identified gaps and needs
  • In coordination with the DevComms Department produce quality reports to ensure accurate, coherent, and timely reporting.

Human Resources and Staff Development

  • Provide technical support on the recruitment and management of protection staff, including developing job descriptions, staffing plan, participate in recruitment processes and performance evaluations where applicable.
  • Support the professional development of protection staff
  • Facilitate capacity building for team members and partners to develop protection expertise including coaching, capacity building, mentoring, and supervision
  • Any other tasks as delegated by the Country Director

Required profile and experience
Education
● Minimum: MA in relevant field (Social Science, Psychology, Social Work, human rights, or other
fields related to social development and humanitarian work)
Professional Experience
● Minimum of five (5) years of relevant working experience in protection-related sectors, preferably
within an INGO.
Professional Requirements
● Strong theoretical, technical and practical background in protection
● Proven training skills and capacities in developing trainings’ curricula
● Strong skills in networking with partners and donor liaison
● Able to gather and critically analyze data, gaps and trends related to Protection issues
● Strong organizational skills and ability to manage efficiently multiple priorities, deadlines, and
tasks with attention to details
Languages
● Fluency in written and spoken English
