TERMS OF REFERENCE FOR INDEPENDENT CONSULTANCY ON DATA COLLECTION At Fairtrade Africa

ABOUT FAIRTRADE AFRICA

Fairtrade Africa (FTA), a member of the wider Fairtrade International movement represents Fairtrade certified producers in Africa and the Middle East. We operate four regional networks: Eastern and Central Africa Network (ECAN) based in Nairobi, Kenya; West Africa Network (WAN) based in Accra, Ghana, Southern Africa Network (SAN) based in Blantyre, Malawi and the Middle East and North Africa Network (MENA).

Fairtrade Africa is owned by its members, who are African producer organizations certified against Fairtrade International Standards producing traditional export commodities such as coffee, cocoa, tea, flowers, cotton, bananas, cane sugar, wine, fresh fruits, herbs and spices and non-traditional commodities including shea butter and rooibos tea. Currently, the organization represents over 1,083,139 producers across 28 countries in Africa. Fairtrade Africa secretariat is located in Nairobi, Kenya, and has 50% ownership of the Fairtrade system.

PROJECT BRIEF

A key commercial partner has been investing in work with cocoa farmers in Cote d’Ivoire since 2015 through Fairtrade sourcing and programmes at the origin. The approach to sourcing cocoa is based on 5 key principles:

(a) Long term relationships with specific cooperatives based on transactional economic traceability (provides planning stability for the cooperatives and a more direct relationship with farmers for the commercial partner);

(b) A fair price and terms of trade that make cocoa a sustainable livelihood for farmers, where the return on cocoa production enables farmers to invest in farms and families. (Fairtrade Minimum Price, and now a living income reference price);

(c) Access to high-quality services that provide an affordable opportunity for farmers to invest, including technical assistance and input packages that can improve cocoa production or support other income opportunities (farm business planning services and diversification);

(d) Strong cooperatives that are capable business partners and can provide members access to markets and services (supported by Fairtrade premium and Fairtrade’s West Africa Cocoa Program); and

(e) Establishing a foundation of cooperative responsible sourcing in the context of child labour and deforestation.

ROLE SCOPE

The consultant is responsible for the recruitment, mobilization, and supervision of enumerators and the provision of logistics. They will cooperate with the participatory cooperative organisations and staff of FTA to execute the assignment. They will support FTA staff in the data wrangling process.

Contract Duration: 15^th June 2022

Location: Hermankono-Dies, Loh_Djiboua Region, COTE D’IVOIRE

Budget: Withholding Tax in Ivory Coast inclusive

TASKS

The following deliverables are expected from the consultant:

a) Possession of android phones or tablets to be used for the data collection;

b) Recruit and mobilize enumerators, and supervisors for field data collection;

c) Enumerator’s training report;

d) Regular update reports during data collection;

e) Raw and cleaned data; and

f) A final data collection context report.

Out of the over 1450 producers, the Consultant is expected to interview 233 producers

CONSULTANT PROFILE

The successful consultant (or a consultancy firm) should have the following experience:

a) The team leader has a minimum of a Master’s Degree in social science or any other developmental field (economics, agriculture, international relations, development studies) or comparable professional experience;

b) Proven experience in conducting computer-assisted or Mobile Data Collection of large volume data and research (minimum 5 years experience);

c) Proven experience in enumerators management and household data collection;

d) Excellent working knowledge of English and French;

e) Report writing skills; and

f) In-depth knowledge of agricultural supply chains and smallholder farmers, preferably in cocoa in West Africa.
