Role & Responsibilities

The Project Manager plans, implements and evaluates assigned projects. This includes designing projects, managing and reporting against objectives, timeframe and budget, and contributing to the writing of proposals. You will lead and manage your team, promoting the development of your staff and building their capacity.

Project Overview

This work aims to meet the needs of the most vulnerable refugees coming from the Ukraine to Poland and Ukrainian internally displaced people (IDPs). It currently comprises a three months project that focuses on strengthening support to refugees and IDPs and addresses barriers to accessing basic needs through comprehensive multi-sectoral assessments and feedback mechanisms. The situation in Poland and the Ukraine is very fluid, border crossings and internal movements are unpredictable, however, the support systems for refugees currently in place may decrease over the coming months as the conflict continues. Medair should have capacitated staff on standby in Poland to support an influx of refugees at the borders and reception centers where needed. The protection program will work with the other program managers to capacitate staff on protection standards. The program will also provide an advisory capacity to Medair Poland and Ukraine programs, helping to mainstream protection minimum standards throughout the response. There will be a strong collaboration with the MHPSS program, ensuring psychological first aid (PFA) trainings are prioritized for all staff working directly with beneficiaries and that specialized referral pathways for most vulnerable are accessible. For services that will not be provided by Medair but externally, a strong collaboration and partnership element with local authorities and NGOs should be built into the project.

Key Activity Areas

Project Management

  • Manage and report on projects in order to meet the project objectives in line with the proposal, log frame and budget and within the allotted time frame. Provide strong leadership, working to ensure both short and long-term positive outcomes for the beneficiaries, local authorities and local staff.
  • Guide the minimum standards of protection needed in reactive responses and support assessments to contribute to where Medair may be best placed to respond.
  • Establish and support a feedback loop for beneficiaries to have a two-way dialogue system, ensuring activities adapt and are relevant, and that risks are identified and diminished.
  • Develop activities meeting beneficiary needs and reduce refugees risks across the response and programs.
  • Set clear objectives and indicators for activities.
  • Monitor activities, overseeing the technical design, and execution and evaluating progress.
  • Provide input into the integration of beneficiary participation in all aspects of the project.
  • Accurate reporting of activities according to Medair, donor and other applicable timeframes and formats.

Information Management

  • Support data protection activities throughout the response programs. Ensure systems regarding database management and security are in place and maintained.

Staff Management

  • Hire and line-managed staffs of assigned projects including day-to-day management, development trainings, appraisals amongst others.

Qualifications

  • Degree in a relevant subject, such as International Affairs, Law, Social Work or closely related fields.
  • Excellent working knowledge of English (speaking and writing).

Experience / Competencies

  • At least 2 years’ experience managing protection programming and staff in a humanitarian setting.
  • At least 2 years’ experience in planning and facilitating humanitarian protection activities.
  • Knowledge of standards in protection programming (including Child Protection and SGBV). Knowledge of the needs of refugees living in a host community. Knowledge of humanitarian principles, Sphere and other international humanitarian protocols.
  • Experience working with UNHCR coordination structures (including the use of RAIS).
  • Experience in the design, monitoring, implementation and evaluation of protection activities.
  • Experience in training, mentoring or coaching staff.
  • Aptitude for community mobilization and capacity-building, as well as for networking with other agencies, such as NGOs and local authorities.
  • Diplomatic and sensitive to cross cultural issues.
  • Able to prioritize clearly and oversee multiple tasks, to solve problems creatively and innovatively.
  • Ability to manage project implementation. Strong M&E skills.
  • Passionate about serving the poor. Self-motivated with a strong commitment.
  • Team-player with good inter-personal skills. Willingness to support others and to share workload.
