Frontier Health Markets Engage (FHM Engage) is a global cooperative agreement to provide technical assistance (TA) supporting local actors to improve the ability of health markets to meet supply-side capacity gaps and consumer preferences, contributing to equitable provision of and access to high-quality family planning (FP) and other health services and products in mixed health systems. The R4D Tanzania FHM Engage activity will provide USAID/Tanzania with strategic and technical support to strengthen health markets ecosystem. FHM Engage—led by Chemonics and its core partners, co-technical lead Results for Development (R4D), Pathfinder, and Zenysis― catalyzes the adoption of fresh, contextually-relevant pathways in health market development by building on existing structures. FHM Engage robust partner network includes 16 local, regional and international partner organizations. The FHM Engage project will use a systems approach to identify root causes of underperforming markets, co-design sustainable solutions with market actors to deliver the lasting behavior change needed to evolve health markets, and enable strong behavioral, technical, and managerial approaches for USAID/ Tanzania, local organizations, and potentially the Government of Tanzania.
R4D is seeking a highly motivated and dynamic Senior Technical Advisor for Access to Finance and Business Strengthening, who would be responsible for supporting financial institutions to lend to private facilities and deliver business and financial management skilling initiatives to private health facilities in Tanzania, initially focused on the HIV, RMNCAH health areas (including FP) and Malaria.
The ideal candidate will have demonstrated experience in development finance focusing on results and impact, with strong strategic vision and an understanding of systems approaches to programming. The position will be full-time, reporting to the Chief of Party for Tanzania FHM Engage activity, and be based in Dar es Salaam with travel throughout the country.
Responsibilities
- The STA, Access to Finance and Business Strengtheningwill lead market facilitation activities in coordination with STA Products and STA, Services. Essential responsibilities include:
Technical:
- Actively cultivate new relationships and effectively manage key ongoing relationships with partners in Tanzania, such as the commercial banking and financial institutions and development finance agencies, including CRDB, FINCA, USAID DCA guarantee team, National Health Insurance Fund, SACCOS, Tanzania Private Sector Foundation, Confederation of Tanzanian Industries, equipment suppliers such as Nebula Healthcare, Anudha Company Limited, Biocare Health Products Limited, supply chain actors, NGOs such as CSSC, private sector importers, distributors, wholesalers, and associations, and donor agencies and foundations.
- Lead the access to finance and business strengthening related activities of the project in line with the work plan and develop action plan to ramp up utilization of DCA guarantee
- Coaching and business support to facilities that require financing to expand HIV and MNCH services
- Development of financial instruments that target specific HIV-linked and MNCH equipment, which may require partnerships with stakeholders that work in the space
- Work with stakeholders (health facilities, equipment suppliers, financial institutions, etc.) to generate business cases to incentivize banks such as CRDB to make investment to actively expand activities in health sector
- Deliver targeted business and financial management trainings for private health sector
- providers, identify partner organizations, technical assistance needs, and target training participants, adapt business training materials to partners/provider’s needs; lead training delivery
- Ensure timely achievement of deliverables assigned to the access to finance and business strengthening related activities of the project in line with the work plan.
- Provide technical guidance and assistance both within the project team and externally to guide the development and implementation of Access to Finance and Business Strengthening related activities of the project.
- Participate in various government policy technical working groups, providing technical expertise to ensure that policies are updated to promote increased access to RMNCAH and HIV commodities in the public and private sector.
- Work with Mission staff, the private sector, chambers of commerce, and others to adapt alliance strategies, and identifies other donors/stakeholders in Tanzania or the region involved in or appropriate for development finance transactions and alliance building with private companies that USAID may want to join or contribute to.
- Help to develop analytic and written presentations and deliverables to communicate key findings and recommendations from analyses to internal and external audiences. Improve dialogue, policies, and regulations on issues affecting access to finance
- In collaboration with R4D and Chemonics HQ teams, responsible for the overall technical direction of the activity, ensuring quality and timeliness of all deliverables
- Oversee the development of project work plans and ensure timely execution of activities, including proactively and creatively managing problems that arise and anticipating ways to avoid them.
- Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening
Management:
- Ensure that all activities are undertaken in full compliance with standard operating procedures, USAID policies and regulations, and national policies and laws.
- Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
- Ensure optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables, and targets
Other:
- Assist in the development of knowledge management and communication strategies to promote the dissemination and uptake of FHM Engage work in Tanzania and globally.
- Support FHM AMELP team in implementation of various data collection processes, such as systems mapping and lean testing as well as routine monitoring and program evaluation activities
- Engage fully as a member of the R4D staff team, including participating in staff meetings and other R4D events, and providing administrative support to other team members as needed
- Contribute to the continued evolution of a positive and collaborative team culture that affirms diversity, equity and inclusion.

Qualifications
- Minimum of a master’s degree in international development/studies, businessadministration, business management, international finance, statistics, or a related field required
- Minimum of ten (10) years’ experience. Preference is given to candidates with experience in finance, development finance, investment banking, private equity and/or consulting, specifically in low- and middle-income countries.
- Significant experience in Tanzania, including experience working in the Tanzanian health sector such as with the President’s Office – Regional Administration and Local Government (PO-RALG), Ministry of Health (MoH), Medical Stores Department (MSD), and/or Tanzania Medicine and Medical Devices Authority (TMDA).
- Knowledge of the major issues affecting development finance and partnership development as related to USAID programs, as they are implemented in all geographic regions in East Africa, or the ability to quickly gain such knowledge, is required, including technical, social, and cultural aspects
- Experienced in tactfully handling many complex issues, including sensitive negotiations with senior ranking members of the private sector and Government of Tanzania
- Experienced in working in performance management, strategic decision-making, and project learning
- Experienced in building coaching and mentoring skills of USAID staff, implementing partners, and government counterparts highly preferred
- Experience managing complex relationships with a variety of stakeholders, including host governments at different levels; experience mentoring staff and working with international and national consultants and staff
- Demonstrated leadership showing strategic and structured thinking in designing and overseeing the execution of highly analytical projects across technical and operational aspects, leveraging findings to support action by decision-makers for ultimate impact.
- Ability to work in a fast-paced, open-structure, multicultural environment and effectively handle competing time and resource demands for self and others.
- Fluency in oral and written Kiswahili and English.
- Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures
- Ability to travel within Tanzania, as necessary
