Salary Grade: HRL 17 on the New Delhi salary grid, INR 15,05,731 per year

Status: Must be legally authorized to work in India

Impact Statement

The Regional Implementation Officer is a Telemedicine services implementer, influencer, and ambassador. Their position within a geographical region sets them as the expert on local affairs and cultural specificities. They will speak with local employees to ascertain the intimate needs and perspectives of a given project, bridging those needs with the wider service portfolio. The Regional Implementation Officer is an invaluable connection between the Canadian-based Telemedicine Department and MSF projects in their region to ensure services are accessible and functional across a broad spectrum of local contexts.

Key Responsibilities

  • Ensures implementation of core Telemedicine services
  • Act as an ambassador for the Telemedicine Department, promoting and increasing the usage of Telemedicine services across all sections in the region
  • Initiates medical discussions to provide unique learning opportunities within the region
  • Provides an eye into the unique needs of each project in the region to optimize Telemedicine services provided

Job Specific Competencies

Implementation of services

  • As the “eye” of the telemedicine program, provide critical insight into details of any process or pilot project launch for success on the ground within projects
  • Determine the best context-adaptive process to facilitate training and support with specialists to ensure project staff are receiving the full benefit of telemedical services
  • Provide end-to-end implementation for Telemedicine solutions (Store & Forward, Real Time, and Secure Messaging as context requires)
  • Contribute to capacity building, training, and Human Resources support in relation to telemedicine services implementation

Ambassadorship to regional projects for telemedical services

  • Provide context and insight into utility of telemedical services to promote usage
  • When presenting services to projects, ensuring comprehension; monitor its use, limitations, barriers, and challenges and seek for solutions
  • Ensure a close connection with Telemedicine colleagues based in Canada to keep abreast of new regional developments and skill shares
  • Identify and propose areas of improvement and potential expansion and a scale-up of telemedicine services
  • Contribute to development and expansion of regional pool of telemedicine specialists by establishing partnerships with academic and/or other organizations for TMS implementation in the region
  • Act as a representative of the Telemedicine Department during all TM activities in the region
  • Provide support, referrals, and scouting of potential recruitment of regional specialist talent

Coordination of development of telemedical services

  • Work closely with the Support Specialist to provide feedback on regional issues relating to deployment, operations, scaling up, and unique local developments
  • Identify and host medical discussions to provide learning opportunities
  • Monitor and analyze service utilization; use statistical data analysis to explore user trends and to contribute for future strategic developments

Knowledge and Experience

  • Prior MSF or similar humanitarian aid context experience
  • Prior experience in telemedicine
  • Demonstrated experience in project management basics
  • Demonstrated experience working with a multidisciplinary and multicultural team

Education, Certifications, and Languages

Fluency in English is essential

Working Conditions

  • Work is generally carried out during the day, Monday to Friday (9:00 a.m. to 5:00 p.m.), some weekends and evenings may be required
  • Flexible work hours available
  • The office environment and workspace is shared with colleagues
  • Work requires long hours in front of a computer/laptop screen
  • During COVID-19 restrictions, employees are required to have their own workspace, access to internet, and phone
  • Domestic travel required (up to 10%)
  • International travel required (up to 30%)
  • All travel will be subject to COVID-19 restrictions and the regulations and recommendations of the relevant local medical/governmental authority
