JOB CONTEXT:

HI is currently implementing several programmes in Tripoli, and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons, displaced persons and families, migrants and refugees. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;

HI is also involved in Humanitarian Mine Action (HMA) activities, HI supports the Libyan Mine Action Centre (LibMAC), UNMAS and other ministries in developing a victim assistance strategy and action plan. Given the recent events and increase in ERW related accidents, HI also seeks to to continue Risk Education activities in greater Tripoli.
Following a 2021 of progressive stabilization in Libya, and considering the sustained access challenges, HI is finalising its new Strategy for 2022 and beyond, to adjust its programme to the development of the country.

YOUR MISSION:

Reporting to the Maghreb (Morocco, Tunisia, Libya) Regional director, you are in charge of managing the Lybia mission (around 2 millions) with a team of 64 staff (including 7 international staff).

  • Ensure and follow up the operational implementation & the respect of different deadlines and donor’s procedures
  • Ensure strong fundraising to develop new projects in a short term (mid-end 2022 latest)
  • Ensure a strong relationship with the main authorities implemented in our projects (MOH, LibMAC …) to facilitate implementation for HI in Libya
  • Stabilise presence on the field of the expatriate team with regular missions to work in proximity with the Libyan team in a volatile and uncertain security & political context
  • Ensure good team working between the different services (operational, HR, Finance, Logistic & security) to optimize funds regarding to operational challenges; ensure the reinforcement of their technical capacities
  • Work in close collaboration with the regional team and clarify the roles & responsibilities of Region/Country mission.

YOUR PROFILE:

  • You have experience in management and leadership of multi-cultural and multi-sector teams, on-site and remotely, in program, country management, operational management (including budgeting analysis & resource planning) and experience in risk & security management
  • Written and oral communication in English & oral communication in French, Arabic is an asset
  • You are capable to negotiate and represent HI internally and externally, network and fundraise

CHARACTERISTICS OF THE POSITION:

The position is be based in Tripoli (depending on the visas obtention). Accommodation is in shared guest house with other international staff and should expect isolated living conditions with movement restrictions and possible curfew in place (depending on sanitary or security situation). The position include also travels between operational bases in Tripoli and Benghazi, along with other international staff. This being said, the challenges to access the country remained very important through the year 2020 and 2021, particularly in relation to the administrative barriers to obtain visas and access authorizations. In addition, COVID outbreak became an additional barrier for access to vulnerable populations in the country. The access to the country is thus likely to be very irregular in the coming months. As result, the Libya mission is currently working on a semi-remote management mode and the senior country team is expected to adapt accordingly its management style, communication and support / control mechanisms.

  •  6 months international contract starting from June 2022
  • The international contract provides social cover adapted to your situation:

o Unemployment insurance benefits for EU nationals
o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
o Medical coverage with 50% of employee contribution ; Repatriation insurance paid by HI

  • Salary from 3000 € gross/month upon experience ;
  • In Tripoli : Perdiem: 505,59 € net/month ; Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year; R&R: 5 days every 6 weeks. Obligation to leave the site during R&R and payment of transport costs by HI (limited),
  • Position: unaccompanied : Payment for travel costs (air ticket & visa) Collective housing taken in charge by HI; When in Tunis, accommodation is in HI’s shared Guest House.
