Finance Officer At Norwegian Refugee Council

In response to the large-scale displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania, and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent with local partners.

NRC in Moldova is in the final stages of obtaining registration as a legal entity (NGO) in Moldova. Once this is in place, NRC will be eligible to seek funding in-country, and to employ staff locally.

1. Role and responsibilities

The purpose of the Finance officer position is to support NRC field office and make sure that finance department functions efficiently in the area of financial accounting, management, monitoring and reporting.

Generic responsibilities

  1. Implement financial systems and procedures according to Financial Handbook and other NRC policies at office level
  2. Prepare bank accounts and cashbox reconciliations
  3. Verify that vouchers and supporting documents meet NRC standards before payment
  4. Ensure timely payment of staff salaries, contractors, suppliers and other expenditures
  5. Ensure sufficient cash in the bank and in the cash boxes
  6. Prepare monthly financial reports and send all relevant documents to country office
  7. Ensure filing of all financial documents according to NRC standards
  8. Train and develop finance staffs under his/her supervision.
  9. Prepare budget and budget revision
  10. Support project staff in financial matters

Specific responsibilities

· Be a Focal Person on all financial issues for NRC field office.

· Ensure that accurate and timely accounts are completed and shared with finance department by the 5th of every month in accordance with NRC financial policies and procedures.

· Prepare and arrange for bank withdrawals when needed with the approval of AM.

· Ensure safe custody of an adequate amount of petty cash float, to be issued in accordance with NRC policies and procedures.

· Responsible for implementing and monitoring of internal controls in order to ensure compliance with financial policies.

· Assemble documents for data input in the accounting system, verifying project numbers/codes, resource numbers and total costs.

· Review payment requests for accuracy, completeness, compliance, level of authorisation and clarity on the invoices.

· Prepare and review of payment vouchers and invoices for accuracy and reconcile discrepancies.

· Follow cash advances and their purposes and ensure value for money when verifying accountabilities, and also ensure that accountabilities are prompt and cleared before reports are sent to AM.

· Responsible to follow up NRC bills for timely settlement.

· Make all payments including field payments after approval by the Area Manager and after compiling and verifying the accuracy of necessary documents.

· Coordinate financial matters with third parties like banks, vendors and tax authorities

· Maintain open communication with the area manager, program staff and others for all financial

Professional competencies

· Bachelor’s degree in Business Administration, Commerce, Finance or Accounting

· Minimum of 3 years’ relevant experience

· NGO experience is plus

Context/ Specific skills, knowledge and experience:

Knowledge of auditing

Knowledge of the country’s laws on financial issues, logistics and procurement

Excellent computer skills with hands on experience on computerized accounting system; and Microsoft excel word and power point.

Additional Details:

Duty Station: Chisinau

Type of Contract: 6 months renewable based on funding, performance, and the need for the position
