Context:

Under the overall supervision of the Chief of Mission (CoM), the technical coordination of the Head of Mental Health Psychosocial Response and Intercultural Communication Section, and the direct supervision of Emergency and Stabilization Programme Coordinator, in close coordination with the Emergency Health Coordinator and the Humanitarian Protection Coordinator, and in line with the Inter-Agency Standing Committee (IASC) Guidelines on Mental Health and Psychosocial Support (MHPSS) in Emergency Settings and IOM’s Manual on Community Based MHPSS in Emergencies and Displacement and other relevant corporate tools, the Psychosocial Project Manager will be responsible for managing MHPSS programs, projects and activities within the International Organization for Migration (IOM) emergency response in Ukraine.

Core Functions / Responsibilities:

  1. Coordinate the collection of data, assessment and analysis on MHPSS needs among displaced, war affected and Third Country National (TCN) populations in the country with an aim to inform project development.
  2. Map existing service provisions for MHPSS relevant to IOM populations of concern with an aim at establishing a referral system and relevant partnerships
  3. Ensure and facilitate close coordination and liaison with all technical MHPSS-related governmental and non-governmental counterparts. In particular: (a.) liaise on specific MHPSS issues with national technical bodies and professionals, including Ministry of Social Affairs, Ministry of Health (MoH), both at central and project implementation site levels, in coordination with the relevant colleagues. (b.) Under the supervision of the Global MHPSS Section, represent IOM in MHPSS coordination meetings, including the Working Group (WG) under the Health Custer and others requested by the CoM, in order to promote and support the establishment of national and international coordination mechanisms in the MHPSS domain in Ukraine, and represent IOM within those mechanisms. (c.) represent IOM’s MHPSS technical area in dedicate meetings of the Protection Cluster, Health Cluster, and other clusters, as relevant.
  4. Supervise and monitor technically the psychosocial support teams working for the Country Office (CO) across departments (health, migrant protection, Emergency response, community stabilization) in various capacities (hotline workers, community workers, experts, trainers, etc.)
  5. Attend to the training of onboarding MHPSS staff related to the Inter-Agency Standing Committee (IASC) and IOM corporate tools.
  6. Provide technical guidance and oversight to the project development unit to develop dedicated MHPSS programs as well as relevant MHPSS components within CO’s programs, as appropriate.
  7. Develop tools to monitor the efficaciousness and quality of the services provided.
  8. Provide technical guidance and oversight in the provision of MHPSS within IOM Ukraine.
  9. Oversee and organize the implementation of capacity building of staff, mobile teams and partners.
  10. Respond to request for information from donor, Headquarters (HQ) and other IOM departments, and coordinate the development of further project proposals based on emerging and identified needs in the psychosocial support domain in Ukraine.
  11. Establish a monitoring and evaluation system, regarding psychosocial activities, in coordination with the Monitoring and Evaluation (M&E) Officer.
  12. Ensure proper documentation including regular reporting to the donor as required in the donor agreements.
  13. Ensure donor visibility, including focus on funding and budgetary aspects of the project.
  14. Ensure the integration of cross-cutting issues such as gender, children, and other vulnerable groups are considered in the programme.
  15. Undertake frequent duty travel to the various project sites and others upon request of the CoM.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Psychology (clinical and counselling),Social Work or Anthropology from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

• A combination of the above-mentioned degrees, a distinctive advantage.

• Professional accreditation with a recognized psychological association-society a distinctive advantage.

• Participation to IOM corporate Academic programs in Psychosocial Interventions in

Emergency and Displacement or similar will be considered an asset.

Experience

• Experience in designing, managing psychosocial support programmes in emergency situation;

• Experience in providing psychosocial support in emergency;

• Experience in a complex humanitarian emergency or post-conflict environment;

• Experience in clinical counselling psychology, or psychotherapy and counselling for social workers an asset;

• Familiarity with the region an advantage.

Skills

• Knowledge and experience in facilitating training and developing curricula.

• Proficient in MS Office applications and basic knowledge of SPSS.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of

Ukrainian or Russian is an advantage.
