Context:

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. With violence now spread country-wide, internal displacement has reached approximately 6.5 million people since February 24th, and this is likely to rise as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context.

Under the overall guidance of the Chief of Mission (CoM) and direct supervision of Programme Manager (Information Management & M&E Learning (IM&MEL)), the Programme Manager (Displacement Tracking Matrix (DTM)) is responsible for managing and leading the implementation of displacement tracking and other activities and projects which may develop within the Information Management & Monitoring and Evaluation (M&E) Learning unit of the Emergency and Stabilization Programme of the International Organization for Migration (IOM) Ukraine.

Core Functions / Responsibilities:

  1. Act as primary focal point for and provide expert technical advice and support for the assessment of emerging crisis situations impacting DTM operations at country level, and where appropriate regionally, and advise thereon.
  2. Establish, manage and coordinate field assessments with multi-layered data collection techniques to gather and analyze timely information about displacement, population mobility, movement flows, and any other source of data required.
  3. Develop and ensure the production of all the required reports and information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, maps and other relevant products.
  4. Manage and take action to improve Information Management operational and technical aspects.
  5. Design, establish and implement information dissemination tools and operational frameworks for data collection and sharing among key stakeholders.
  6. Represent IOM in relevant coordination fora, working groups, meetings and events where these programmes are being discussed.
  7. Establish and maintain effective working relationships with a variety of stakeholders, including humanitarian and development actors undertaking data related activities, government representatives, donors, local authorities and line ministries.
  8. Substantively contribute to the development of information management systems and infrastructure as per IOM policies, standards and best practice for high performance, reliability and information security, and monitor and take action to implement necessary modifications to ensure compliance.
  9. Manage programme staff, participate in recruitment processes, develop and organize training for staff on project and technical activities, set objectives and evaluate performance, and participate in the resolution of staffing issues.
  10. Undertake travel duties, as security situation permits, to provide advice and guidance, resolve issues and improve DTM activities.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in social sciences, political science, development, international relations or related field from an accredited academic institution with five years of relevant work experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience working in Humanitarian settings;

• Experience in the development and implementation of the Displacement Tracking Matrix

(DTM) or similar large-scale assessment and information management activities is required.

• Experience designing and conducting primary data collection initiatives is critical for this position;

• Experience in humanitarian emergencies operations and familiarity with the humanitarian reform and cluster approach.

• Expert knowledge and experience in results-based project development, management, monitoring, reporting and evaluation.

• Experience working in inter-agency environments would be highly advantageous.

Skills

• Excellent communication skills, efficiency and flexibility.

• Capable to share ideas and explain results to all levels of the Organization and stakeholders.

• Excellent knowledge of survey and assessment methodologies and good knowledge of monitoring, evaluation and learning methodologies including both quantitative and qualitative methods.

• Proficiency in using Excel is required. The ability to use any of the following tools will be considered an advantage: Visual Basic, Java, ASP, GIS, SQL or Oracle, Python, Stata, SAS, SPSS, R. Of particular value is experience in the development, refinement and implementation of population database systems (such as registrations, census or surveys).

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies.

• Ability to work under pressure. Attention to detail and quality and capacity to meet deadlines.

• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

• Excellent writing skill and strong analytical skills and creative thinking.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of

Ukrainian or Russian is an advantage.
