Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Policy, Liaison and Project Development Coordinator, the Project Development and Support Officer will primarily be responsible for assisting with and contributing to project development and reporting processes for the whole Country Office (CO) in close coordination with thematic units and relevant staff.

Core Functions / Responsibilities:

  1. Contribute to project development at the CO level in close coordination with various unit project managers by drafting segments or portions of concept notes, proposals and budgets, results frameworks and monitoring frameworks.
  2. Consolidate concepts and project proposals (in Project Information and Management Application (PRIMA)) in line with the CO’s strategy, operational priorities and needs of various Units in Ukraine, as well as with donors’ interests and requirements.
  3. Provide technical, administrative or logistical support for liaison efforts with donors, United Nations (UN) partners, government counterparts, public and private institutions, and project partners for Project Development purposes.
  4. Support fundraising efforts by compiling and analyzing information on donor policies and priorities, documenting possible funding opportunities, and recommending proactive approaches to donors.
  5. Organize, attend, report, and follow up on contacts and meetings with donors and partners, collect information about donors’ policies, approaches and funding opportunities, provide information on and facilitate follow up as needed in view of new project opportunities.
  6. Maintain contacts with relevant internal and external partners for information collection and sharing, to discuss trends and lessons learned, and to provide information regarding humanitarian and emergency assistance, stabilization, and migration management.
  7. Check compliance and alignment of new projects with Monitoring and Evaluation (M&E) requirements and policies of IOM and donors, and bring issues to the attention of the supervisor.
  8. Assist with project monitoring data collection, analysis and reporting, and assist Project Managerss with planning and management of project evaluations to help ensure that all projects in the CO have sound evaluation plans.
  9. Review M&E plans and tools, monitor their continued pertinence and alignment to IOM and donor policies and requirements, and provide technical inputs as needed in close coordination with the CoM and relevant Project Managers.
  10. Check that M&E strategy, framework, tools/indicators are fully integrated into the project development and implementation process, identify the causes of potential bottlenecks in project implementation and suggest necessary corrective actions.
  11. In line with the monitoring and evaluation plans, coordinate the planning and conduct of mid-term and final internal evaluations as well as coordinate conduct of research, studies and assessments.
  12. Coordinate the preparation of project reports, consolidate and review interim and final financial and narrative reports for the assigned projects and facilitate timely submission.
  13. Liaise with donors on a regular basis to share monitoring reports, systems and findings, and to discuss avenues for improvement if necessary.
  14. Support the grant closing processes for assigned projects including the review of the final report and the verification of the data base information.
  15. Attend UN interagency working groups related to reporting, monitoring, evaluation and accountability as required.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, International Development, Social Sciences, public health or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in technical writing, editing, and reporting in English;

• Experience of project development and report writing in conflict settings and humanitarian support;

• Experience in developing and implementing M&E activities;

• Experience in donor relations and report writing for relevant donors is an advantage.

Skills

• Familiarity with a multitude of international development and humanitarian areas of intervention.

• Familiarity with monitoring and evaluation concepts and methods.

• Advanced research, writing, outreach and communications skills.

• Demonstrable knowledge of Ukraine political and humanitarian issues.

• Excellent writing and editing skills in English.

Languages

IOM’s official languages are English, French, and Spanish.
