IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives (REACH, PANDA, and AGORA). IMPACT was launched at the initiative of ACTED, an international NGO headquartered in Paris. IMPACT operates in approximately thirty countries. The two organizations share a strong complementarity, which is formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.
We are currently looking for a Senior Assessment Officer to support our regional team in Senegal.

PROFILE REGION
Dakar is IMPACT Initiatives’ regional office for West and Central Africa. The Senior Evaluation Officer position is based in Dakar, Senegal. It is dedicated entirely to regional or cross-border projects and technical support for country missions covered by the regional office.
FUNCTIONS
The Senior Evaluation Officer will be responsible for ensuring the proper implementation of cross-border project research cycles, including the preparation, data collection, analysis, writing, dissemination, and evaluation stages. They will provide the technical support necessary for the successful implementation of cross-border projects. They will report to the Research Manager.
This position requires an analytical profile and the ability to work remotely in a team. The work of a Senior Evaluation Officer can range from implementing country research cycles, to drafting coherent regional analytical products, to sharing best practices in project planning, in close coordination with country-based teams.
RESPONSIBILITIES
The Senior Assessment Officer will have the following responsibilities in particular:
RESEARCH PLANNING
- Ensure proper implementation of the secondary data review for the areas concerned.
- Ensure the proper implementation of the team’s research cycles, including the drafting of research terms of reference, methodological notes, tools, products and dissemination strategies, supervision of field activities, in close collaboration with country teams and various stakeholders.
IMPLEMENTATION OF RESEARCH
- In close liaison with the country team field manager(s) and their respective manager, ensure that the required enumerators are identified, recruited and trained for primary data collection.
- In close liaison with the Country Team Field Manager(s) and their respective manager, and in close collaboration with the Multi-Country Data Officer, monitor data collection, ensuring its proper implementation in accordance with the agreed terms of reference.
- Provide the necessary technical support to countries for the proper implementation of the research cycle, in accordance with the agreed terms of reference.
- In close liaison with the field manager(s) of the country teams and their respective manager, ensure the proper logistical and operational preparation of collections, in close coordination with the Acted support teams.
- Monitor the progress and delays of all assigned evaluations throughout the research cycle. Ensure that delays or issues identified for specific evaluations are reported in writing and orally in a timely manner to the appropriate contacts (at country level, regional level, HQ level, both at IMPACT and at Acted).
- In close liaison with the Country Team Field Manager(s) and their respective manager and the Multi-Country Data Officer, ensure that data is reviewed, cleaned, validated and that all revisions are recorded and stored, in accordance with IMPACT guidelines.
- Ensure the relationship with IMPACT headquarters for all stages of data validation, in collaboration with the multi-country data officer.
WRITING RESEARCH DELIVERABLES
- Ensure the drafting and validation of analytically rigorous and multi-country results;
- Liaise with relevant GIS and Data colleagues to ensure impactful data visualization that is relevant to the target audience.
- Actively promote the improvement of analysis in REACH products and use common methodologies, tools and analytical frameworks across all units.
- Promote the proper dissemination of good practices throughout the research cycle.
MANAGEMENT OF GRANTS AND CONTRACTS
- Support the research manager in regular reporting of activities as part of the monitoring of cross-border projects, in close collaboration with the regional contracts manager.
- Support the research manager in the implementation of M&E monitoring tools, in accordance with contractual obligations, in close collaboration with the regional contracts manager.
EXTERNAL ENGAGEMENT
- Ensure representation in relevant working groups at regional level, in close coordination with the manager, the regional SMT and the regional strategy.
- More generally, contribute to the creation of a positive image and overall credibility of the organization, including through the application of IMPACT’s mandate, ethics, values ​​and position in relation to other actors and by helping to create a culture of rigorous use of evidence and learning among humanitarian responders.
DEVELOPMENT AND IMPLEMENTATION OF THE STRATEGY
- Contribute to the development and implementation of the regional strategy for cross-border and regional programs.
CONFIDENTIALITY AND DATA PROTECTION
The Senior Evaluation Officer will maintain the strictest confidentiality regarding all data collected and related processes. They will actively take steps to prevent the unauthorized sharing of all information and data belonging to IMPACT and its partners or collected during their assignment with IMPACT.
REQUIREMENTS
- Years of professional experience At least 3 years of relevant professional experience in a humanitarian context, such as program management, assessment and evaluations;
- Research Skills Excellent experience in quantitative and qualitative research design, data collection and analysis;
- Familiarity with the aid system Good understanding of the aid system and the research community. Previous experience with humanitarian coordination forums is desirable;
- Management Experience Demonstrated people management skills are desirable, including remote management;
- Thematic experience Previous experience with multi-sector projects
- Experience in the geographic region Prior experience in the region/support is desirable;
- Communication and Writing Skills Excellent communication and writing skills for effective reporting and editing;
- Intercultural work environment Ability to work in an intercultural environment requiring flexibility and autonomy;
- Academic Qualifications Excellent academic qualifications, including a Master’s degree in a relevant discipline;
- Software Skills Proven knowledge of Microsoft Office Suite, including Word, Excel, and PowerPoint. Good knowledge of R, SPSS, and/or STATA or other statistical analysis software is an asset.
- Security Environment Ability to work in a complex and challenging security environment.
- Language skills Fluency in French is required, fluency in English is an asset.
COMPENSATION AND BENEFITS
- For this position, the salary is between CHF 2,400 and CHF 2,520 per month (before income tax), etc. plus a monthly living allowance of USD 300.
- NB – IMPACT salaries are strictly determined by our salary scale, based on the position’s grade and staff education level. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff members are required to work in challenging locations where living and working conditions are much more difficult than elsewhere.
- Accommodation and meals in a guesthouse. Depending on the country’s circumstances, a contribution to a housing allowance of up to 75% of the country-specific benchmark may be considered instead.
- Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of staff’s gross salary), health insurance, life insurance and repatriation assistance
- Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)
- Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
- Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including a 4-day on-site security training;
- Enrollment in the IMPACT Initiatives Research Foundational Learning Program within the first 3 months of contract start.
