PROJECT MEDICAL REFERENT – SOUTH SUDAN EMERGENCY RESPONSE – ASAP At Médecins Sans Frontières en Suisse

Context

South Sudan’s hot climate and its low-lying valleys: oscillating between floods and droughts by the season, combined with very poor public health infrastructure ravaged by the previous 30 years of civil war, worsened by inter-tribal conflicts in the country and exacerbated by the “civil war” culminating from the December 2013 conflict, have made it highly conducive for the outbreak of several epidemics.

At the same time, conflicts, natural disasters such as floods and droughts often cause mass displacements of people from subsistence-level communities and compromise their self-sustenance, with a cascading effect on their nutritional status and immunological resistance.

Nevertheless, conflict is still a regular feature of life in many parts of this young nation deepening the effects of nature, vicious cycle of poverty and poor infrastructure.

MSF is looking for an experienced medical humanitarian worker to join its Emergency team response.

This position has as main objective to, together and in close cooperation with Project Coordinator, identify and update the potential crises or emergency situations in South Sudan with an aim to ensure an effective and rapid response, reducing the morbidity and mortality rates resulting from the emergencies, as well as maximising efficiency in the use of employed resources.

The person participates in defining, planning and monitoring medical activities and programs in the project in accordance with MSF’s protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by MSF.

Responsibilities

· To identify /update & analyse the most probable medical & humanitarian emergency scenarios per zone / state: emphasise on MCI, population displacement (flood), potential nutritional crisis /famine, vaccination coverage, outbreaks (Malaria, Covid-19, cholera, meningitis, measles, HVF, Hepatitis E, etc.).

· In collaboration with SSERU Epidemiologist elaborate a surveillance & alert system in MSF- CH areas of interventions

· To define the exploratory mission & interventions per scenario as well as exit criteria

· Ensure there is impact evaluation pre & post intervention where possible & elaborate a follow up monitoring strategy in collaboration with the epidemiologist.

· Ensure there is an updated contact list for all the areas for MSF intervention & reinforce the networking with other actors.

· In collaboration with HQ identify the indictors per scenario & ensure there is a system in place for data management ( data collection tools) that enhances quality data analysis & reporting.

· Regular stock analysis of EPREP stocks in collaboration with MEDCO & Mission Pharmacists. To identify & prepare the minimum emergency stocks (medical & logistic) required phase response of each scenario described

· To identify & train human resources on emergency response & vaccination activities.

Education

Medical doctor or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies

Experience

2 years working experience related to the diploma/degree & previous experience in the humanitarian field (medical and operational)

Experience in responding to emergencies

Experience in project opening & closing

Experience in managing medical activities at field / project level in NGO similar to MSF

· Remuneration (indemnity salary based on previous work experience and country of residency)
