SUPPLY CHAIN BUSINESS ANALYSIS REFERENT (BASED IN ANY MSF-OCBA HUB) At

GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics & Supply Chain Department.

GENERAL OBJECTIVE AND JOB ENVIROMENT

The Supply Chain Unit is part of the Logistics and Supply Chain department and consists of supply chain and pharmacy professionals supporting the missions of MSF OCBA regarding their supply chain. The unit comprises a diverse expertise, to ensure that it can support all different aspects of MSF´s supply chain: a group ensuring supply chain support for regular missions, a referent ensuring supply chain support for emergency interventions, and a group ensuring medical stock/pharmacy management support for both regular missions and emergency interventions. The focus of the unit is to ensure appropriate support and guidance to MSF OCBA´s missions regarding their supply chain (including medical stock management), in collaboration with other relevant departments/units (operations, medical, logistical, financial), while working as one team between HQ and field. Besides operational support, the unit has a constant focus on continuous improvement, smart climate goals, field staff empowerment and is involved in a project working towards implementation of a new supply chain system.

The Supply Chain Business Analysis Referent is based at any MSF OCBA HQ hub, as part of the Supply Chain Unit, and is accountable to the Head of Supply Chain, and functionally to the Supply Chain Coordinator. The main objectives of the position are to support our field, operational cells, SC unit and other departments by facilitating our continuous improvement process, providing reliable data and data driven analysis/recommendations, and maintaining and optimizing our Business Intelligence usage. He/she collaborates with the different colleagues within the supply chain unit, external stakeholders in other departments such as operations and medical and liaises with the project & IT department regarding the development of business intelligence and reporting.

MAIN RESPONSIBILITIES AND TASKS

1- Scope of topics

  • Planning, forecasting, budgeting.
  • Local/international order management.
  • Logistical & medical stock management/warehousing.
  • Supply chain optimization.
  • Performance measurement and continuous improvement.
  • Big Data / Analysis.
  • (Master) data management and systematic quality control.
  • Business Intelligence and reporting based on SC management IT systems and tools.

2- Support to missions, operational cells and SC unit in terms of continuous improvement

  • Provides performance measurements as part of a regular continuous improvement cycle (e.g. structured data based reports and/or graphics), translating supply chain data into actionable information.
  • Provides support in terms of continuous improvement methodology to SC unit colleagues, missions and operational cells.

3- Support to field, operational cells, SC unit and other departments by providing reliable data and data driven analysis/recommendations for

  • Medical ordering, forecasting & budgeting.
  • Identification of supply chain challenges, improvements and direction setting.
  • Other department´s information needs.

4- Maintenance and optimization of Business Intelligence usage

  • Has overview of, operates and optimizes the Business Intelligence methodology & supply chain data architecture in collaboration with Projects & IT department.
  • Ensures maintenance of master data, follows up with colleagues in SC unit to keep master data up-to-date.
  • Ensures consistency by systematic quality control of data.

5- Contribution to structural development of reporting functionalities of Supply Chain ERP and Business Intelligence through liaison with Project & IT department

  • Requests, optimizes and tests reporting functionalities.
  • Suggests system innovations related with reporting functionalities.

COLLABORATION & COMMUNICATION LINES

  • Across the Supply Chain Unit regarding field support and optimization topics.
  • With colleagues from other departments/units within OCBA (operations, medical, logistical, finance, projects & IT) regarding collaborative projects/topics.
  • With other Operational Centres, International Office and European Supply Centres: opportunity based related with business and data analysis needs.

SELECTION CRITERIA

  • Degree in Computer Science, Data Science, Industrial Engineering, Business Administration or other quantitative/engineering degree.
  • Minimum 3 years’ experience in business/data analysis and continuous improvement.
  • Experience in Supply Chain Management.
  • Knowledge of SQL, Python & Excel.
  • Experience with Business Intelligence systems (e.g Power BI).
  • Strong mathematic and statistics skills.
  • Fluent written and spoken English. Additionally, French and Spanish would be an asset.

CONDITIONS

  • Position based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Dakar or Nairobi) with occasional visits to the field (estimated 2 max 3 times per year).
  • Full time job.
  • Minimum of 3-years moral commitment with the post.
  • Annual gross salary: HQ-4A (12 months payments) + secondary benefits, based on OCBA Reward Policy.
  • Starting date: immediately.
