A regional sustainable energy initiative is seeking a qualified Team Lead / Capacity Building Expert to spearhead the design and delivery of a comprehensive capacity-building program on sustainable energy planning for local governments. The role will directly support efforts to institutionalize training within a government-led local governance academy in the Philippines, enabling local governments to mainstream renewable energy (RE) and energy efficiency (EE) into their development strategies.

The project aims to localize just energy transition efforts through the development of tailored training modules, toolkits, knowledge products, and a network of energy-focused institutional partners.

Responsibilities:

  • Lead project implementation and team coordination, ensuring delivery of key milestones, including training programs, training guidebooks and reports, and knowledge partners workshop
  • Design and facilitate capacity-building programs for local government executives and mid-level officials
  • Coordinate stakeholder engagement with relevant government agencies, civil society, and academic institutions
  • Oversee the development of training content, toolkits, videos, and resource materials
  • Contribute to the identification and engagement of knowledge partners to support long-term sustainability of the training program.

Education/Training:

  • Master’s degree in Education, Energy Engineering, Public Administration, Public Management, Political Science, Urban & Regional Planning, Development Studies, Economics, or a related field
  • A bachelor’s degree with two (2) additional years of relevant experience may be accepted in lieu of a master’s degree

Language: English

Professional experience:

  • Minimum of 7 years‘ experience in sustainable energy, low-carbon development, or climate change, with at least 5 years in public sector training and capacity-building
  • At least 3 years of leadership experience managing multi-stakeholder or development sector projects
  • Strong familiarity with Philippine local governance, energy, and climate frameworks
  • Proven experience designing and implementing training for LGUs in collaboration with government agencies
  • Knowledge of and experience with learning management systems (LMS) such as Moodle or Canvas
  • Experience working with national agencies (e.g., DOE, DILG) and development partners

Preferred Criteria:

  • Has worked with the development sector
