About the project: The UK-PACT project titled ‘Enhancing Sustainable Urban Mobility of Coastal Metropolitan Cities Towards Safer, Inclusive, Resilient, and Ambitious Low-Carbon Development Pathways’ aims to address the twin challenges of post-Covid-19 recovery and climate change mitigation action by supporting Makassar and Surabaya increasing cities’ ambition to increasing cities’ ambition to improve and implement the targets and scope of their sustainable urban mobility strategy to be more inclusive, resilient, and safe with lower carbon emissions. It is part of the Future Cities –Low-Carbon Transport Portfolio of UK-PACT in Indonesia.
Job Purpose
The Communication Lead will report directly to the Project Manager and implement ongoing as well as upcoming project communications and initiatives. Coordinating with various stakeholders, is a core responsibility of the role. The successful candidate will demonstrate ability to create written and digital materials for a range of audiences, support top-tier media interviews, develop behavior change communication campaigns, manage advocacy and communication partnerships, and develop strategic communications plans to support our team and program goals.
Duties and Responsibilities
- Create, implement, and monitor the communication strategy for the UK-PACT project.
- Conduct a social network analysis to map the influence and priorities of stakeholders.
- Mobilize and engage participants by facilitating all training sessions, workshops, and focused group discussions with the goal of forming coalitions of low-carbon transportation users to support a safer, more inclusive, and resilient urban mobility transition.
- Assist in the planning and execution of the Knowledge, Attitudes, and Practices (KAP) survey. Draft RfPs, engage with external agencies and collaborate closely with the Vital Strategies Policy, Advocacy, and Communications (PAC) team.
- Support the project team in developing strategies for involving city stakeholders and other targeted communities and groups.
- Launch public awareness and policy support campaigns (via social media and mass media) aimed at key communities and groups.
- In collaboration with other project partners, organize public events and workshops to raise awareness and increase public participation.
- Content planning, management, search engine optimization, analytics, and platform and content effectiveness evaluation.
- Plan and execute high-level events and engage with diverse stakeholders at the local and national levels. Communicate effectively with both internal and external stakeholders.
- Create press releases, project presentations, and other communication materials for meetings, launches, inauguration ceremonies, and other project-related events.
- Create, edit, and archive audio-visual material for the project, such as a photo gallery, videos, and web content.
- Edit and rewrite human interest stories and photo essays submitted by non-communications staff.
- Create information communications products, including proposing topics, determining the appropriate medium and target audience, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures, and distribution.
- Oversee the creation of graphic design content for social media, such as fact graphs and infographics, and the preparation of other documents requiring simple design, such as brochures.
- Ensure the facilitation of knowledge building and knowledge sharing, focusing on the organisation of communications training for project staff and partners.
- As assigned, support efforts for coordination and collaboration among VS programs across public health in the APAC region.
- Demonstrable understanding of and experience working with government structures and policymaking in multiple geographies in SEARO and/or WPRO regions
- Undertake any other related duties assigned by the Project Manager and Regional Communication Manager.
Qualifications
Education and degree
- Bachelor’s degree
- Master’s degree in communication (preferred)
Skills & abilities
- Having worked with ministries and/or government departments such as Ministry of Transport, provincial government of Makassar and Surabaya, MoE&F, Ministry of Health and so on.
- Ability to organize multi-stakeholder workshops and national advocacy events
- Knowledge about the Indonesian social development landscape
- Outstanding writing skills with sample blogs, Op-eds, and/or short essays
- Excellent communicator, both written and oral
- Exceptional computer skills with experience in all Microsoft Office programs
- Proficiency in Photoshop, Illustrator, and InDesign preferred
- Proficiency in HTML and CSS is a plus (or willingness to learn)
- Background in health or biological sciences is a plus
- Self-motivated, meticulously organized, and detail-oriented
- Ability to prioritize, multi-task, and meet deadlines
- Ability to work independently and with others
Experience required:
Minimum 5 years of work experience in public health, health communications, health policy, public relations, communications, or digital communication
