About the project: The UK PACT project titled ‘Enhancing Sustainable Urban Mobility of Coastal Metropolitan Cities Towards Safer, Inclusive, Resilient, and Ambitious Low-Carbon Development Pathways’ aims to address the twin challenges of post-Covid-19 recovery and climate change mitigation action by supporting Makassar and Surabaya to improve and implement the targets and scope of their sustainable urban mobility strategy to be more inclusive, resilient, and safe with lower carbon emissions. It is part of the Future Cities –Low-Carbon Transport Portfolio of UK-PACTin Indonesia.
Job Purpose
The Program Lead is responsible for the overall management of the project in Makassar and Surabaya, as well as managing key stakeholder relationships, facilitating and coordinating technical assistance, providing project management support, maintaining regular communications, monitoring, and reporting on progress for the overall national outputs across Indonesia. Duties and Responsibilities
- Work closely with Makassar and Surabaya city government focal points to realize the successful implementation of the cities’ chosen intervention
- Manage project personnel which will include city coordinators, communications officer, and any other project consultant/s as needed.
- Develop, jointly with city focal points, project goals, budgets, timelines, and milestones
- Monitor cities’ progress toward milestones and objectives, and compile data and narrative accounts of accomplishments
- Submit monthly financial and program management reports as updates.
- Coordinate and support technical assistance provided by Vital Strategies
- Develop mechanisms for transfer of funds, and manage direct procurement of goods and services
- Lead stakeholder meetings and deliver presentations
- Conceptualize, lead, and manage country and city level workshops
- Help gather information for potential publicity opportunities and support communications teams to highlight those
- Respond to information and assistance requests from management and the donor
- Identify, surface, and troubleshoot bottlenecks and delays
- Support efforts for coordination and collaboration among VS programs across public health in the APAC region as assigned.
- Undertake any other related duties as assigned by the Project Director and Regional Director.
Qualifications
Education and degree
- Graduate degree in public health, public policy, public administration, or a relevant field of study, or equivalent experience/education
Experience required:
- Minimum of 8 years of experience and progressive responsibility
- Comprehensive project management skills, with the ability make sound, informed judgments
- Understanding of public health and related policy interventions
- Strong understanding of municipal government structures and policymaking in relevant geographies
- Outstanding written and spoken communication skills in English and Indonesian Bahasa
- Strong interpersonal skills with demonstrated ability to develop and maintain collaborative relationships with internal and external partners
Preferred:
Detailed understanding of and experience working with government structures and policymaking in Indonesia.
Working Conditions and Physical Requirements:
- Willingness to travel to support on-site engagement in participating cities
- Willingness and ability to work across different time zones
