Logistics Officer At Agency for Technical Cooperation and Development

OBJECTIVE
The Logistics Officer is in charge of the logistics management of Acted at the Puerto Ayacucho base level, Amazonas state, assumes the roles and functions acting within the limits of the delegated authority and in accordance with the procedures and guidelines of the logistics department, under the supervision of the Logistics leader, and/or person in charge.

GOALS

The Logistics Officer assists the country’s Logistics Department in managing the procurement chain for the execution of program activities in the country.
They will keep the Logistics Department, the Representative, and the Finance Manager constantly informed of all requests, acquisitions, logistics processes, and/or any other eventualities that may arise in logistics.
The Logistics Officer will coordinate the activities of the Logistics Department with the support of the FLAT team, maintaining constant communication and synchronization in all logistics activities and procedures.
They will ensure management of the fleet, fuel, premises, purchases of goods and services, communications management, stock and asset management, and all other aspects related to the procurement plan.
They will ensure compliance with ACTED and donor logistics procedures in all logistics operations.
They will also comply with aspects related to monthly logistics reports.
Perform any other activity related to the objective of the contract related to the logistics, administrative, and document management department, as well as any other functions assigned to you due to the inherent characteristics of your position and conditions.

– DUTIES AND RESPONSIBILITIES:
– Purchasing:
o Carry out and control all purchasing processes: requisition forms, quotes, purchase memos, purchase orders, memos, contracts.
o Compliance with third-party contracting procedures.
o Focal point with suppliers.
o Preparation and monitoring of procedures (PRO-03 Supplier Database).
o Preparation and monitoring of procedures (PRO-10 OFFU).
o Ensure that procurement documentation is prepared and filed in accordance with Acted procedures.
o Ensure that purchases and records are passed on between logistics, finance, and coordination. o Ensure purchases by other cities and departments in the country when the (order form) OF is transmitted from the field and/or operations department.

– Receiving/Dispatch Management and Stock Management
o Stock management and maintenance.
o Management of IN & OUT processes for storage resources (STO-05, STO-01, STO-03). Controlling procedures for receiving and shipping goods (DEL-01, DEL-02).
o Using and maintaining the inventory form (STO-02) and performing a monthly physical inventory.
o Ensuring field dispatch.
o Ensuring international dispatch and shipping.
o Person in charge of storage.

– Asset Management
o Preparation and control of the asset list (AST-05).
o Preparation and monitoring of communications (COM-02).
o Verify that each asset is labeled and registered in the AST-05.
o Verify that asset documentation is in the corresponding folders and in accordance with ACTED procedures.
o Perform and control ACTED procedures regarding ASSETS.
o Management of IN & OUT processes (STO-03 + AST-04).
o Ensure that equipment is available and in good condition upon each new arrival and ensure its delivery.
o Ensure that all personnel have returned their assets upon completion of the mission.

– Reporting
o Maintain a good flow of communication between the capital and the base.
o Send monthly and weekly reports.
o OFU: Every Friday (logistics and finance meet to review each status of current purchases). TITANICS (monthly logistics report): 5th of each month (ast 05, ast 06, sto 02, it 06, it 07, acted ghg_assessmenttool, pro-03 supplier database, com-02 monthly communication report)

– Transportation
o Manage the base’s vehicle fleet, submit the TRA-06 monthly and logbooks.
o Manage pickups upon the first arrival of an expatriate on the mission and other needs.
o Support logistics in vehicle tracking and management.
o Perform any other activity related to the contract objective related to the logistics department, as well as any other functions assigned due to the inherent characteristics of their position and conditions.

– Liaison between the program and logistics.
o Ensure a common dynamic between support and program departments to achieve the best possible execution of activities.
o Raise awareness and periodically remind suppliers of procedures.
o Raise awareness and remind suppliers of compliance with the Acted Code of Conduct.
o Raise awareness about planning and anticipating requests.
o Raise awareness about the importance of expressing needs (technical specifications).
o Ensure a control function over the execution of activities: choosing a location for a distribution, a building for an awareness-raising activity, etc.

REQUIRED QUALIFICATIONS, HUMAN QUALITIES, KNOWLEDGE, AND TECHNICAL SKILLS
o Professional degree in: Administration, Industrial Engineering, or related field.
o Minimum of 3 years of experience in logistics, administrative, purchasing, travel,
vehicle, acquisition, and inventory processes, among others.
o Experience in international cooperation organizations is preferred.

Contractual conditions:

5-month service contract, with the possibility of extension.
Fees based on the organization’s internal schedule.
Location: Acted Puerto Ayacucho Office, Amazonas State. Service
delivery method: In-person, with the possibility of travel to municipalities within the state.
