Global Communities is seeking a Procurement Specialist for an early bird project. This program will last approximately 1.5 to 2 years and will support groups of producers practicing subsistence agriculture to achieve increases in production and productivity, inserting them into the formal market through the promotion and incentive of productive alliances, the adoption of practices and approaches aimed at preventing or mitigating the adverse effects of climate change, as well as small Business Groups to offer technical assistance, complementary goods to primary production and/or transformation and agro-logistical services to primary producers.
The Procurement Specialist will coordinate and lead the procurement processes derived from the participating groups’ business plans, ensure that applicable standards and procedures are followed throughout the procurement process, and establish and maintain appropriate communication and coordination with the funder’s procurement officials and community representatives in the intervention area, particularly the Territorial Councils. Field implementation:
- Direct the development of the project’s General Procurement Plan.
- Ensure compliance with the Global Communities Code of Conduct in contracting processes.
- Ensure that procurement processes are carried out in accordance with the principles of transparency, broad competition, and ethics, in accordance with the guidelines of the procurement manual.
- Implement inter-institutional communication and coordination mechanisms with various stakeholders and local and international partners to ensure an efficient process throughout the entire supply chain.
- Coordinate the mechanisms for monitoring and controlling the final distribution of goods, equipment, and products.
- Verify that the information obtained from entities regarding inventories and use of goods and products is reliable and timely.
- Verify that purchase requisition specifications correspond to the project procurement plan and are consistent with program needs.
- Coordinate the technical assistance required by implementing organizations in relation to supply chain management.
- Support the Global Communities country office, located in Tegucigalpa, on procurement-related matters as needed. Follow up on negotiated procurement contracts and ensure the smooth operation of the procurement process.
- Design and implement tools that guarantee a transparent contracting process.
- Document updates to contracting mechanisms as they are formalized.
- Promote a good working environment, as well as occupational health and safety, ensuring the well-being of the personnel under their supervision and resolving any emerging situations that may arise.
- Motivate and encourage staff participation, taking into account their proposals.
- Conduct the annual performance evaluation of the staff under your charge, respecting the established deadlines.
- Directly supervise purchasing staff

- University graduate with a bachelor’s degree in accounting, business administration, finance, economics, international trade, or another discipline related to the duties and responsibilities of the position; with a master’s degree in any subject area related to projects, finance, economics, procurement, or business administration.
- At least five (5) years of work experience facilitating, supporting, conducting or coordinating procurement or contracting processes.
- Proven experience in executing procurement processes, including preparing procurement documents, facilitating evaluation processes, and preparing bid or quote evaluation reports.
- Proven experience in applying World Bank procurement regulations.
- Proven experience in the application of public sector procurement regulations.
- Proven experience in contract administration and monitoring.
