Monitoring and Evaluation Specialist (Advanced Climate-Smart Agriculture and Agro-logistics Program) At Global Communities

Location: Western Region (Copan, Ocotepeque and Lempira) and Western Center (Intibucá, Comayagua and La Paz) – headquarters Copan or Comayagua

The candidate must be a Honduran citizen or have a valid work permit in the country at the time of application.

Global Communities is seeking a Monitoring and Evaluation Specialist for an early bird project**.** This program will last approximately 1.5 to 2 years and will support groups of producers practicing subsistence agriculture to achieve increases in production and productivity, inserting them into the formal market through the promotion and incentive of productive alliances, the adoption of practices and approaches aimed at preventing or mitigating the adverse effects of climate change, as well as small Business Groups to offer technical assistance, complementary goods to primary production and/or transformation and agro-logistical services to primary producers.

The Specialist will be responsible for implementing the Project’s Monitoring and Evaluation (M&E) System; they will lead all related activities, such as defining data collection methods and establishing strategies to ensure data quality; they will also develop and maintain a database of project information and prepare the progress reports that the implementer will submit to the funding entity. Responsibilities:

Field implementation:

  • Develop the project’s M&E plan, collaborating closely with funder counterparts and other project specialists to develop systems, strategies, and tools for the timely collection, management, analysis, and reporting of reliable data that meets funder reporting requirements.
  • Oversee the maintenance of the project information database.
  • Contribute to project deliverables, including annual work plans. This will include leading the preparation of progress reports submitted to implementing partners.
  • Conduct periodic reviews of the project’s M&E system, direct the design of M&E system reinforcement actions, and oversee the dissemination of information on approaches, lessons learned, etc.
  • Guide and facilitate collaboration with/among key stakeholders to periodically identify and capture lessons learned from program activities. Facilitate the documentation and dissemination of learning across various platforms.
  • Responsible for effective written reports and oral presentations on the program.
  • Represent Global Communities and the overall interests of the program as appropriate.
  • Establish and maintain strong working relationships with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners.
  • Analyze the strategic framework, the results framework, evaluate programmatic performance, and provide technical assistance in the execution of the project’s Operational Plan, monitoring all defined indicators.

In particular, you will perform the following tasks:

  • Lead the M&E team, guiding it in the preparation, review, and execution of periodic on-site monitoring visit schedules.
  • Technically direct all project monitoring and evaluation activities.
  • Manage the allocation, execution, and control of the monitoring and evaluation unit’s work plan, including the budget defined for the area.
  • Direct field research, coordinate and oversee the collection and processing of relevant information for: baseline, data quality audit, rapid diagnostics, etc.
  • Identify and institute efficient data collection methods/forms that inform the General Coordinator and the funder of project progress and performance.
  • Design and conduct program evaluations, surveys, and case studies as needed.
  • Support the planning and execution of the component’s Operational Plan in an objective and systematic manner in terms of M&E.
  • Monitor activities, evaluate strategic and performance results, and carry out the necessary follow-up of measures subject to measurement and special grant performance conditions.
  • Monitor and evaluate the approved strategic and performance framework.
  • Preparation of the necessary documents to facilitate relations with key stakeholders and/or partners
  • Propose solutions to the General Coordinator for any problems detected through regular M&E activities.
  • Contribute to fostering effective internal relationships in accordance with the Global Communities organizational model and standards of conduct.

Ratings:

Key requirements

  • University graduate in agronomy, economics, statistics, sociology, or other disciplines related to the duties and responsibilities of the position; with a postgraduate or master’s degree in rural development, economics, projects, population and development, statistics, econometrics, or other related fields.
  • At least five (5) years of work experience in the design, implementation or administration of tracking, monitoring, and evaluation systems.
  • Proven experience in the design, implementation, or management of M&E systems in agricultural, rural, or indigenous or Afro-descendant development programs or projects.
  • Proven experience using specialized software programs, such as SPSS, R, Minitab, Kobo Toolbox, PowerBI, and databases, among others.
  • Verifiable experience in the design or implementation of participatory data collection methods, survey development, and the design and implementation of quality control mechanisms.
  • Proven experience in statistical data analysis and report preparation.
  • Ease of verbal and written communication.
  • Leadership and ability to coordinate with technical teams from different disciplines.
  • 100% Spanish proficiency (spoken, read and written).

Qualifications:

Key requirements

  • A university degree in agronomy, economics, statistics, sociology or other disciplines related to the functions and responsibilities of the position; with a postgraduate or master’s degree in rural development, economic sciences, projects, population and development, statistics, econometrics or other related areas.
  • At least five (5) years of work experience in the design, implementation or administration of follow-up, monitoring, and evaluation systems.
  • Verifiable experience in design, implementation, or management of M&E systems in programs or projects of agricultural, rural development or with indigenous or Afro-descendant populations.
  • Verifiable experience in the use of specialized computer programs such as SPSS, R, Minitab and databases, Kobo Toolbox, PowerBI, among others.
  • Verifiable experience in the design or implementation of participatory data collection methods, elaboration of surveys and in the design and implementation of quality control mechanisms.
  • Proven experience in statistical data analysis and report preparation.
  • Good verbal and written communication skills.
  • Leadership and ability to coordinate with technical teams from different disciplines.
  • 100% proficiency in Spanish (spoken, reading and writing).
