CONTEXT:
The countries of Benin, Burkina Faso, Mali, Niger, Senegal, Chad, and Togo present a wide variety of contexts, ranging from institutional stability to protracted security crises. The region faces intersecting challenges: insecurity, forced displacement, persistent poverty, fragile health and education systems, food insecurity, and the marked effects of climate change. These factors accentuate the vulnerabilities of populations, particularly people with disabilities and marginalized groups.

In this context, Humanity & Inclusion (HI) implements humanitarian and development actions aimed at improving access to essential services, strengthening community resilience, and promoting inclusion. HI’s interventions are structured around several axes: physical and functional rehabilitation, mental health and psychosocial support, inclusive education, protection, food security and livelihoods, risk reduction related to explosive devices, conflict transformation, and advocacy for the rights of people with disabilities. HI’s approach is based on community participation, the promotion of “do no harm” and the search for a sustainable impact in the service of human dignity. In this area, HI has approximately 650 employees and a budget of 25-30 MEUR.

As part of a drive for continuous improvement, HI has initiated a process of regionalization and decentralization of its operational governance, aimed at bringing decision-making closer to local realities. This development is accompanied by increased pooling of resources, harmonization of practices, and an increased search for programmatic coherence within its various intervention frameworks. By the end of 2025, program teams in Benin, Burkina Faso, Mali, Niger, Senegal, Chad, and Togo will collaborate closely and in an integrated manner within a strengthened regional space, in order to maximize the impact, responsiveness, and relevance of the actions carried out as closely as possible to the populations concerned.

The security situation remains mixed across countries, with some areas affected by tensions or travel restrictions, particularly in Burkina Faso, Mali, Niger, northern Togo and Benin, and Chad. Appropriate risk management mechanisms are in place to ensure the safety of teams. Living conditions vary: while some areas of operation may be isolated or precarious, several capital cities offer a generally stable and pleasant living environment. Business travel is regulated and adapted to each context.

YOUR MISSION:
Reporting to the Regional Director, you will define and implement the logistics implementation of the Department’s operational strategy. You will ensure the efficient management of logistics resources for your area and will manage and monitor the deployment of HI’s logistics standards.

You actively participate in the progressive structuring of the Sahel and West Africa Department in compliance with HI’s organizational principles, in particular by prioritizing the development of skills in the business sector.

Your main missions are as follows:

Team management

  • Exemplary Manager: embodies HI’s values ​​on a daily basis and is a role model.
  • Meaningful Manager: Understands the strategy, explains it, and translates it into operational objectives for their team. Gives meaning to every management action. In this context, drives inter- and intra-departmental exchanges of practices. Encourages innovation and risk-taking.
  • Manager: organizes the operational management of his team, structures work around identified processes, manages performance, and facilitates problem resolution.
  • 1st HR Manager & Coach: contributes to the development of his/her employees, by creating the conditions to enable their commitment, their professionalization and their attachment to HI. Ensures compliance with the code of conduct of institutional policies.

Manages the Region’s logistics

  • Drives logistics strategy and operations through active promotion of HI institutional policy and guidelines and resource optimization
  • Contributes to the writing, revision and implementation of the Operational Strategy (StratOp) in its fields of activity and geographical area in relation to the objectives
  • Contributes to and follows up on incident reports covering his/her area of ​​responsibility
  • Sets annual objectives in his area of ​​responsibility, then compiles and analyzes data for his geographic area
  • Produces and updates the risk mapping covering his/her area of ​​responsibility and then proposes and implements measures/mitigations to correct or mitigate them

Leads the logistics business sector in the region and contributes to the development of the organization’s logistics business sector

  • Leads the logistics sector in its geographical area
  • Contributes to the development of a pool of local talent (interviews with candidates)
  • Actively and regularly participates in capacity building and identifies the training needs of logistics teams in their geographical area

Deployment of Standards, contribution to HI Expertise

  • Ensures compliance with and application of HI standards for the entirety of his/her area of ​​responsibility, with regard to policy, guidelines, processes and tools
  • Adapts and contextualizes these standards to local specificities and regulations

Contributes to HI’s Accountability

  • Implements and supervises internal control in its entire area of ​​responsibility
  • Responsible for compliance with and application of internal rules and funder rules throughout his/her area of ​​responsibility

Operational Logistics Implementation

  • Diagnostic Phase – Contextual Analysis
  • Design Phase – Resource Planning
  • Implementation Phase

Emergency Preparedness and Response

  • Manages emergency preparedness actions within its scope and, in the event of an emergency, reorganizes its team’s priorities according to the humanitarian imperative, in order to ensure a rapid and effective response from HI.

YOUR PROFILE:

  • You have a minimum of 2 years’ experience as a logistics coordinator at the regional level and a minimum of 3 years’ experience as a Logistics Manager at the national level
  • You have strong expertise in team management, capacity building, training and coaching
  • You are an expert in supply chain management, fleet, equipment, inventory
  • You are familiar with the procedures of the funders (ECHO, AFD, GFFO, CDCS, etc.) and have good internal control and risk management skills.
  • You are able to work under pressure with multiple demands and manage stress

  • 24-month International Contract starting September 2025;
