Job Purpose

The purpose of the Head of Programme position is to develop and ensure implementation of holistic high quality programmes.

What you will do

  • Member of the Country Management Group (CMG) with the responsibility to identify and communicate programme priorities to the CMG.
  • Leading the development of Core Competency strategies and lead on Country Strategy (Programme inputs) and BSC (programme initiatives/indicators) while ensuring that the country programme adapts to evolving context and needs.
  • Responsible for greater programme integration and develop monitoring mechanisms to support the integration.
  • Identifying funding opportunities, develop funding strategies and forecasts.
  • Engagement and development of donor relationships, Grants management, Budget Programme Overview (BPO) allocations, reporting and accountability to donors in ensuring that projects meet desired goals and objectives, while complying with donor standards.
  • Accountable for the development of project proposals in collaboration with Programme Management Unit (PMU), Programme Managers and Area Managers and Consortium Managers.
  • Promoting the rights of refugees and vulnerable host communities.
  • Supporting the development of quality standards/frameworks, Monitoring & Evaluation and organizational learning in NRC’s core competency programming and NRC Consortia programming
  • Ensure that all programme staff are trained in NRC’s project cycle management and receive appropriate technical capacity building as necessary.
  • Oversee and be responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines as well as Safe and Inclusive Programming (SIP) and ensure that all breaches/concerns reported are properly resolved
  • Line management of Core Competence Specialists, Head of Programme Support Unit, Consortium Managers and deputizing the Country Director.

Professional competencies

These are skills, knowledge and experience that are important for effective performance.

  • Minimum 4 years’ experience in a senior management position with programming experience in a humanitarian/ recovery context.
  • Experience steering the development of programme integration, M&E systems, beneficiary accountability mechanisms, protection mainstreaming and working in consortia.
  • Experience from working in complex and volatile contexts as well as knowledge and experience working in the context of Lebanon
  • Knowledge of donor landscape, priorities and conditions (including experience working with development donors EU, AFD, KFW)
  • Experience inspiring and managing change
  • Experience of working in one or more of NRC’s Core Competencies
  • Fluency in English, both written and verbal. Knowledge of French and Arabic desirable.
  • Valid driver’s license

Additional Information:

Duty Station: Beirut, Lebanon

Duration of contract: Fixed term 24 months full-time, in accordance with local labour laws.

Grade 11 in NRC’s grading structure

Travel: Upto 20%

Reporting line: Country Director
