The mission

Present in the Sahel since 2008, SI operates in the “three borders” area (Burkina Faso since 2018, Mali since 2012, Niger since 2020). A one-off presence was established in Niger between 2012 and 2016 to respond to health and climate emergencies.

Areas of intervention: Tilabéri region

This funding targets the Tillabéri region with a focus on the departments of Gothèye – Tera and Torodi. It is a multi-sector project providing a response to:

– Forced displacements

– Food insecurity

– Access to water and basic essential services.

Main activities within the framework of this Project:

✓ The Field Coordinator – Program Manager, will have the mission, in addition to coordinating all activities in the region, will have the mission of implementing the SAME component (AGR Activities – Food Assistance – Agricultural Recovery Activity)

✓ This project will have a component Rehabilitation of water points / Distributions (WASH kits/shelters) / Construction of latrines – Emergency showers / Support for health centers Led by a WASH Manager.

Operational structure:

– A Coordination office in Niamey
– An operational base: In Banibangou financed by the FRHAOC
– Planned reopening: Of the Gothèye base (July 2025); area targeted by the project.

Evolution of workforce:

From approximately 60 staff (including 8 expatriates) from 2023 to 2024, the mission has decreased to 25 staff (including 3 expatriates) following funding cuts in May 2025.

Currently: BHA/USAID – FRHAOC – CDCS (from July 2025)

GENERAL OBJECTIVE:

The Field Coordinator – Program Manager (CT/RP) will have the central mission of coordinating the operations of Solidarités International (SI) in the Tillabéri region, while technically managing the implementation of the Food Security and Livelihoods (SAME) component at the Gothèye base.

Key Responsibilities

1. Deployment of the SAME program:

– Recruit and manage the team dedicated to the SAME program.
– Ensure the operational and technical management of SAME activities, with the functional support of the Program Coordinator.
– Capitalize on the experience of the first SAME IS project in Niger to ensure the success of this second phase.

2. Coordination Transversale :

– Supervise the smooth running of Water-Hygiene-Sanitation (WASH) and Shelter activities at the Gothèye and Banibangou bases, in support of the dedicated Program Managers.
– Supervise the support teams with the support of the Fin Admin Coordinator and the Capital Logistician

3. Institutional Representation:

– Bring the voice of SI to working groups, local authorities and project stakeholders.

4. Security Issues Management:

– Define and adapt the access strategy allowing the implementation of activities in a complex security context (Tillabéri region).

Strategic Issues:

– Reinforced monitoring will be essential to consolidate SI’s anchoring in the SAME sector in Niger and open up prospects for future expansion.

PRIORITIES FOR THE FIRST 2/3 MONTHS:

– Recruitment of his team
– Organize and lead the project launch workshop (in coordination with the EHA/shelter RP, and colleagues from support services (admin/fin and logistics)
– Start project activities (selection of priority intervention sites and beneficiary households)
– Set up and implement project planning and monitoring tools (APU, Operational Chronogram) as well as financial planning tools (OFU)
– Develop the project’s SERA plan with the base SERA manager and develop the tools for carrying out the initial baseline survey
– Contact partners working in the food security/livelihoods sector in the department to ensure good coordination and avoid duplication
– Develop a tool for monitoring SAME needs in the intervention area and prepare ToRs for carrying out technical diagnoses.
– Carry out a security analysis of the area with a view to updating the security plan (Risk Analysis Control – SOP Travel – SOP Contingency Plan – Security & Safety Priority)

SECURITY :

Security (and access) management will be the main difficulty in implementing programs in the Tillabéry region, Gothèye departments / Banibangou Department.

Access for our teams to areas where the security situation is volatile and constantly deteriorating.

Frequent movement of the CT / Program Manager to intervention sites depending on accessibility.

Presence of a Liaison Officer and support from the Country Director in managing security aspects of the area

A salaried position

Depending on experience, from EUR 3080 gross per month (2800 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 550.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is implemented at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical expenses, dental and eye care, and repatriation) and a welfare system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.

LIVING CONDITIONS:

The CT / Program Manager is based in Gothèye, with frequent travel to intervention sites. Living conditions are comfortable, with internet access and amenities at the base camp. In Gothèye, this is a guest house and office. A generator is available to ensure continuous electricity.

Living conditions in Niamey are also comfortable. The guesthouse in Niamey is located in the Dar Es Salem district. It is a modern villa with television, internet, electricity, and a backup generator.

The city of Niamey offers leisure opportunities (gyms, bars, restaurants, cultural institute) and the expatriate community is quite present.

The CT / Program Manager may travel to the various mission bases if the context allows.

DIPLOMA AND EXPERIENCE:

Training or at least a degree in agriculture or similar field

  • Experience in the humanitarian sector: 3-4 years
  • Experience in a similar position: 0-2 years

2. Good knowledge of implementing assistance activities via AGR and Voucher mechanisms
3. Good knowledge of project management tools (activity planning, updating of project activity progress, monitoring & evaluation, etc.)
