TERMS OF REFERENCE – CONSULTANCY

- Terre des hommes (Tdh) in the MENA region
Tdh is a leading Swiss child rights agency presents in the MENA region since 1973. Currently, Tdh operates in Lebanon, Jordan, Egypt, Palestine, Iraq, and Syria. Afghanistan and Pakistan belong programmatically and operationally to the MENA portfolio at Tdh as well. Within the region, Tdh has in place 3 specialized programs: (1) Access to Justice for Children and Youth, (2) Children and youth affected by migration, and (3) Child and Maternal Health. Those programs, in addition to the specialized technical staff within each of them, are supported by a Child Protection Transversal Unit.
- The Arab MOOC on Children’s Rights
The Convention of the Rights of the Child (CRC) and the General Comments of the Committee of the CRC stress the utmost importance of investing in contextualized, systematic, and permanent tailor-made capacity-building programs, relevant and effective for professionals working with children and students wanting to engage in the field of Children Rights.
The above is particularly significant in the case of the Arab countries that lack capacity-building programs specialized in the rights of the children using contextualized material with a regional focus, despite the growing needs in this area. Indeed, while general human rights training courses exist, those minimally cover the specifications required regarding children’s rights and that is extensive to the lack of availability of sectors, themes, and processes that singularly affect children and that are thematically relevant to the Arab countries’ political, socio-cultural, and economic contexts.
Up to date, there is no certified Arab learning product on the rights of children. The Arab region is rich and diverse and presents a variety of trends directly involving children for which regional specialized capacity building is not yet available. Therefore, Tdh developed the Arab MOOC on Children’s Rights as its considered as the first-of-its-kind in the region, presenting itself as innovative, that can contribute to significantly enhance knowledge and better perusal and praxis of children’s rights implementation across the countries in the Arab region. As it includes of 4 technical modules under the tittles of Introduction on the UN convention on the rights of the child and its working methods from the Arab regional perspectives, Violence against children including SGBV and other forms of ill-treatments in the ARAB region, Access to Justice for children in the ARAB region, Emerging children’s rights
As the MOOC aims to help build the competencies and skills of child rights professionals and students in the Arab region through the implementation of a certified e-course in a MOOC format. The professionals targeted by the Arab MOOC on Children’s Rights are all practitioners working directly or indirectly with children and youth (judges from different jurisdictions: criminal, civil/personal status, lawyers, prosecutors, social workers, case managers, education and migration specialists, etc.), but also to university/postgraduate students to complement and specialize their academic education.
This is a unique regional project, which involves the partnership of 7 universities in the Arab region (Jordan, Lebanon, Iraq, Egypt, Palestine, Morocco, and Tunisia) and the University of Geneva, the International Institute for the Rights of the Child (IDE), Terre des hommes – Lausanne Foundation (Tdh), and the Global Campus of Human Rights form part of the partnership for the Arab MOOC on Children’s Rights.
