Tasks:
Partner support:
- Support partners in strengthening their logistics policies and procedures (Procurement, Asset Management, Fleet Management etc).
- Participate in procurement process (eTender) and committees for partner procurements as agreed in their partner agreement.
Procurement:
- Adhere to the WHH logistics policies (Procurement, Transport, Warehouse, Asset Management etc) and ensure that all staff are regularly trained and inducted on the procedures.
- Create a PreQualified Supplier List for Ukraine.
- Prepare and manage procurement plans, including the creation of purchase orders, bid documents, and contracts.
- Evaluate supplier proposals and negotiate contracts, ensuring compliance with WHH policies and regulations.
- Monitor supplier performance, resolve any issues or disputes, and maintain accurate procurement records.
- Establish Framework agreements with suppliers/service providers in the region for those materials and services that are required regularly e.g., Stationary, Office Equipment, Cleaning Materials, Vehicle Rental etc.
- Ensure that all logistics records for the field office are archived/filed on the corresponding files in O365.
Fleet:
- Manage the rental vehicles contract for all mission in coordination with the field Logs.
- With the Log Assistant establish the agreements and training of the drivers on the WHH Fleet standards of driver conduct.
- Supervise the Log Assistant who:
- ensures log sheets are maintained for each vehicle.
- prepares the weekly driver roster based on the planned weekly movements and share with the Heads of Project, Safety and Security Officer and Head of Logistics each week.
- Ensure that security approval has been granted for all movements that require security approval beforehand.
Premises:
- Identify, with the support of the Logistics Assistant, buildings in areas agreed by the Safety and Security Advisor to establish any office, guesthouse/storage facilities that may be required.
Stock/assets:
- Support the Logistics Assistant and the IT Officer with the management and control of assets in the field office.
- Support the Security Officer in carrying out assessments/gathering information if required on the local, regional and national context in Ukraine.
- Supervise the Logistics Assistant in the management of the consumable’s consumption according to the procedure.
Compliance and Reporting:
- Ensure compliance with WHH policies, donor requirements, and relevant procurement regulations.
- Prepare and submit timely reports related to procurement activities, supply chain management, and logistics operations.
- Conduct periodic assessments and audits to identify risks, assess performance, and recommend improvements.
- Stay updated on industry trends, best practices, and regulatory changes related to procurement and logistics.
- Prepare reports for transport, fuel management, procurement trackers and warehousing and submit to the Head of Logistics for review.
- Ensure that all Logistics related records for the Country office are archived/filed on the WHH MS Teams platforms.
- Promote safety awareness and environmental consciousness and comply with all applicable safety and environmental procedures and regulations.
- Comply with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.
Specific Knowledge:
- Strong knowledge of procurement principles, practices, and regulations.
- Within the context of international NGOs or similar organizations:
- 2 years’ experiences working in procurement;
- 1 year’ (or more) experience as a Logistics Officer.
- Familiarity with supply chain management concepts, including inventory control and distribution.
- Proficiency in using procurement software and tools.
- Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules
