Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian workers by establishing security coordination platforms in high-risk contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, security data and mapping, crisis management support, and access and security training. INSO supports more than 1,350 NGOs operating in 22 of the world’s most unstable countries on a daily basis. INSO is registered in the Netherlands and is headquartered in The Hague, a city renowned for its commitment to international peace and justice.
INSO Mission in Haiti
Present in Haiti since 2022, INSO currently collaborates with 100 partner NGOs. INSO Haiti is based in Port-au-Prince with a secondary office in Gonaïves. INSO supports its humanitarian partners in delivering aid to the most vulnerable populations by providing contextual analysis and security advice, crisis management support, access and security training, while facilitating humanitarian coordination and advocacy for humanitarian access.
Job Summary
As a Country Administration Manager (CAM), you ensure the smooth day-to-day running of mission-critical operations. Based in Port-au-Prince, you oversee logistics, procurement, human resources, finance, and compliance, ensuring efficient and rigorous operations aligned with INSO standards and donor requirements. You work closely with the management team and headquarters, and directly report to HR, finance, and operations managers.
Ideal availability: mid-August.
Main responsibilities
Finance
- Manage daily financial operations: accounting, reconciliations and monthly closings.
- Develop and monitor budgets, forecasts and financial reports with headquarters.
- Oversee cash flow, ensure compliance with lessors, prepare audits.
Human Resources
- Ensure compliance with INSO internal regulations and local labor legislation.
- Lead the recruitment and integration processes of national staff.
- Maintain HR files, manage payroll, taxes and insurance for national staff.
Legal & Compliance
- Ensure the organization’s legal registration, legal declarations and regulatory compliance.
- Coordinate visas, work permits and residence permits for international staff.
- Manage relationships with legal advisors, follow up on audit recommendations.
Facilities and Asset Management
- Supervise offices and housing: maintenance, utilities and equipment.
- Maintain asset register, manage vehicles, documents and fuel consumption.
Purchasing & Logistics
- Apply INSO purchasing policies and lessor regulations.
- Conduct market research, manage suppliers and contracts.
- Prevent fraud, ensure proper management of the vehicle fleet and generators.
Security
- Support the management team in protecting INSO premises, property and personnel.
- Maintain security management plans and risk assessments.
Desired profile
Essential
- Minimum 5 years of progressive experience in support services management: HR, finance, logistics, purchasing, facilities management.
- Proficiency in MS Office and HR and financial management tools.
- Fluency in French and good knowledge of English.
- Experience within an international NGO or similar environment.
- General knowledge of landlord rules.
- Possibility of traveling to Haiti via the United States, Canada or the Schengen area (visa required or exemption in force).
Assets
- Knowledge of SUNSYSTEM and the Q&A reporting tool.
- Familiarity with INSO and adherence to its mission.
- Good knowledge of legal and regulatory requirements in Haiti.

Terms
Fixed-term contract (renewable), full-time.
Monthly salary: €5,500
4 calendar days of annual leave per month worked
7 days of rest (R&R) every 2 months with accommodation provided
Comprehensive medical coverage (outside the United States) and accident and death insurance (AD&D)
