Consultancy Gender Equality, Disability and Social Inclusion (GEDSI) analysis for Member Associations in South and Southeast Asia At International Planned Parenthood Federation

TERMS OF REFERENCE
Introduction
The International Planned Parenthood Federation (IPPF) was founded in 1952 and currently has 150 Member Associations (MAs) and Collaborative Partners with a presence in over 146 countries. IPPF is a global healthcare provider and a leading advocate of sexual and reproductive health and rights (SRHR) for all with the vision that all people are free to make choices about their sexuality and well-being, in a world free from discrimination. IPPF recognizes that the achievement of the highest attainable standard of sexual and reproductive health (SRH) is not possible when gender equality and human rights are not respected, protected, and fulfilled. The IPPF office in East, Southeast Asia and Oceania region (ESEAOR) supports Member Associations in 22 countries. The South Asia Regional Office (SARO) supports Member Associations in six countries.

IPPF ESEAOR implements two donor funded multi-country programs across South and Southeast Asia. Responding with Essential SRHR Provision and New Delivery Mechanisms (RESPOND) Phase II (2024-2028) is funded by the Australian Government with an overall goal to improve SRH systems and service provision, along with creating an enabling environment for SRHR through policy, advocacy, and evidence generation. Building upon the achievement of the first phase of the RESPOND program (2021-2024), activities delivered under Phase II will secure ongoing access to high-quality and equitable SRH services with an increase focus on reaching marginalized and underserved groups in IPPF’s program countries (Afghanistan, Laos, Philippines, Maldives and Vietnam). Phase II of the program will also include an increased focus on advocacy activities to strengthen the enabling environment in support of universal, equitable SRHR.

The Expanding Client Centered Family Planning and SRH (ECCD) Delivery program (2025 – 2027) in Indonesia and Nepal will provide high-quality FP/RH information and services through innovative channels to reach diverse, marginalized, and underserved groups communities. The program will also strengthen client and provider feedback, client data, and referral systems in Member Associations and local government.

Both RESPOND Phase II and ECCD have a focus on gender equality, disability and social inclusion (GEDSI). Member associations have completed various GEDSI assessments and activities in the past and now require further detailed and updated analysis and recommendations to strengthen GEDSI into their activities and approaches focused on the two donor funded programs across seven MAs.

Objectives
IPPF seeks a consultant to conduct a GEDSI analysis using secondary evidence and data from selected MAs in order to provide recommendations for strengthening GEDSI.

Using the DFAT GEDSI Good Practice Note as guidance, the consultant will be expected to complete:
1. Literature/evidence desk review of key GEDSI themes: gender equity and equality, disability, sexual and gender-based violence, LGBTQI+, adolescents and youth
2. Desk review of GEDSI activities, approaches and programming in MAs to date and IPPF GEDSI related tools
3. A consolidated GEDSI analysis report and briefs/knowledge products with findings and recommendations on integration of GEDSI into activities
4. A review of female leadership in Member Associations
5. A presentation of key findings and recommendations
IPPF may expand and extend the consultancy depending on findings and needs.

Key deliverables
• Consultancy work plan
• Full GEDSI report with 1) executive summary; and 2) summaries by country
• Female leadership review report
• PowerPoint Presentation on key findings and recommendations: 1) GEDSI Analysis and 2) Female Leadership

Essential qualifications and professional experience required
• Basic university degree or post graduate university degree in public health, social sciences, law, gender, women’s studies, human rights, international relations or related field.
• Significant experience conducting GEDSI analysis in SRHR programs, with a focus on gender equality, disability and/or social inclusion
• Excellent written English
• Experience/knowledge working on GEDSI programming and/or related subjects in South and Southeast Asia

Timeframe
This work is to be completed between approximately late July/early August – late September 2025. Timing may be negotiated.
Location
This consultancy will be conducted entirely remotely. The consultant(s) is expected to be available virtually during Kuala Lumpur business hours for occasional meetings and the presentation but may be based anywhere.
Fees
Please indicate the daily rate and the proposed number of days needed for each component of the TOR, as part of the financial proposal. The consultant is responsible for all tax requirements in their country of operation and must be included in the financial proposal as applicable.

Proposals
Consultants with demonstrable experience must provide:
• A brief cover letter (no more than one page) outlining experience against the requirements
• A CV describing relevant experience for this role including examples of previous work in relation to the TOR
• Financial proposal: daily rate and proposed implementation schedule with breakdown of proposed costs and timelines to deliver each of the 5 objectives as listed in the TOR
• Example of past written related work, preferably a GEDSI analysis, report or presentation
