Médecins Sans Frontières (MSF) is a leading international independent medical humanitarian organisation, dedicated to providing expert medical relief to vulnerable populations at times of conflict or disaster. In over 80 countries worldwide, MSF provides both life-saving emergency relief and longer-term assistance to make basic healthcare services available to the most vulnerable or excluded communities.
The Italian section of MSF contributes to the International MSF movement through human resources, fundraising, communication, support to field operations and programmes.
Scope, reporting and accountability lines
Reporting to MSF Italy General Director, s/he is a member of the Management Team of MSF Italy. S/he is responsible for the development and implementation of the Field HR strategies of MSF Italy. The FHR Director leads and creates initiatives and implements best practices to establish a compelling employee value proposition that supports the effective advancement of MSF Italy related to its contribution of operational staff to the movement.
Responsibilities
- Moving from the MSF Italy’s Vision and the other strategic references, s/he defines the strategic planning and positioning of MSF Italy with respect to the Field Human Resources.
- Guarantees coordination, synergies, cooperation among the units composing the department.
- Implements the plans defined for the Field Human resources activities in order to guarantee the attended results.
- Sets, reviews, updates all the policies relevant to the Italian Field Human resources, liaising with the Operational Centers, the international platforms as well as with the international office when needed.
- Informs, sensitizes, involve MSF Italy staff, groups and association on operational themes.
- Supervises and guarantees the recruitment, the administration and the career management of the Italian Field Human resources, on the basis of the operational HR needs and of the MSF Italy strategy, also through the proper organization of the Field HR team (career managers, recruiters, trainers, administrators) periodically evaluating the efficiency and effectiveness of the relevant processes.
- Represents MSF Italy within the scope of the delegations of powers which has been attributed to her/his role.
- Ensures that the contributions coming from the Italian field human resources are properly capitalized and channeled towards the Operational Centers, also promoting new initiatives in this sense.
- Collaborates closely with the Communication and Public engagement department to design and carry out strategies and activities aimed at establishing and fostering relationships with health institutions and structures as well as with academia, in order to enhance the recruitment and the development of the Field Human Resources; Collaborates with the Fundraising department to support activities with a relevant HR Field component.
- Ensures that the Crisis Management Team is trained.
- Leads or supports critical incident response, as well as investigations into behavioral misconduct and/or interpersonal conflict when there is an Italian operational staff involved
Departmental Management
- Coaches her/his team in the implementation of strategies and plans to achieve the relevant goals and objectives.
- Leads, manages and evaluates his/her direct reports, promoting commitment, collaboration (both internal and external to the department), motivation and professional growth.
- Ensures good information flows, communication and synergy among all the team members and among the other MSF Italy components.
- Prepares and manages the department’s budget / budget revisions; annual plan / annual plan revisions; actual (e.g. monthly, yearly) reports.
- Develops/maintains reliable HR processes and budgeting and reports accurate Field HR metrics and analysis
- Guides the development, implementation, and assessment of Italian learning and development programs overseeing the L&D Officer.
- Ensure the staff health policies and follow up are done properly and that the field staff is protected by them through the staff health unit that is under her/him.
- Champions initiatives that ensure MSF Italy operational staff feel values, safe, respected and part of an inclusive work culture.
- Supports the team with the sharing of strategic reporting, analysis of HR trends and HR visioning and strategies.
- Develops and oversees the psychosocial support to the field staff through the psychosocial unit that is under her/him.
- Continually advances efforts toward the highest standards of ‘duty of care,’ including by ensuring that staff are adequately informed of risks, responsibilities (theirs and the organization’s) and mechanisms for reporting incidents or misconduct
MSF Italy Management team
- As a member of the MSF Italy Management Team, s/he participates in developing and carrying out organization‐wide goals and objectives, formulating and managing organizational policies, and in making decisions with an organization‐wide impact.
Interdepartmental Coordination
- Works closely and continuously with the Communication as well as with the Fundraising departments to coordinate and support activities with a component relevant to Field aspects.
- Works closely and continuously with the Organizational Development Director to coordinate and support activities in areas such as Human resources administration, HR policies, contractual/legal issues, training, etc.
MSF International Network and Italian network
- Actively represents MSF Italy in OCs (Operational Centres), other partners and other international platforms as well as on specific international working groups
- S/he is constantly updated on the developments of the reflections/debates on MSF operational issues, via direct contacts with HR / Medical / Operational departments of the Operational Centers’, with the field teams, as well as by participating to the most relevant meetings when invited.
- Establishes and maintains a network of contacts with institutions, NGOs, governmental agencies, academia and other forums in Italy for mutual support, sharing and learning.
- S/he is available for short term field assignments to keep abreast of the reality of MSF’s work and support our international operations as needed
Qualifications
- Six years of experience in the international humanitarian sector, including at least 2 years of experience with MSF in leading roles at senior level in the field. Experience in MSF Partner sections is an advantage
- Extensive track record in leading, enabling and coaching staff members
- Cross functional skills in the following areas of HR: recruitment, selection, career management (training & development)
- Excellent level of English (C1). A good level of Italian (B2) and/or French is an advantage.
- Strong competences in Project Management. Knowledge of Agile PM, PMBOK, Prince2 and/or specific PM certifications represent strong assets.
- Knowledge and experience in Diversity, Equity and Inclusion matters represent a plus.

Conditions
Contract: Full-time, contract level: ‘Dirigente’ Terziario- Fixed term of 2 years
Gross annual salary: 59,864-71,960 Euros depending on the experience of the candidate
Duty Station: Based in the MSF Italy Rome or Milan office (smartworking possible). Travels in Italy and Europe, and occasionally to the field when required.
