Title: Country Director

Location: N’Djamena base, Chad, with regular travel within the country.

Duration : 7-month contract (renewable depending on funding) – expected start date early September 2025

Position start date : early September 2025

Conditions : salaried contract, Executive status, gross monthly salary of €3,400 to €4,120 depending on experience in a similar role, monthly per diem of €750, 100% medical coverage + repatriation insurance + life insurance, coverage of accommodation and international and local transport as part of the mission, rest every 3 months.

Position not open to family departures

Position in the organizational chart : Under the supervision of the Desk at the association’s headquarters, the DP will work in close collaboration with the technical referents at headquarters and support departments and will supervise the mission coordination team.

Presentation of the mission

TGH is active in 13 countries and has been implementing emergency, rehabilitation and development programs since 1994, accumulating recognized expertise in the sectors of WASH, Food Security and Livelihoods, Child Protection and Education.

TGH has been present in Chad since November 2023, with a main office in N’Djamena, where the coordination team is based, and an office in Ouaddai (Adré). In 2025, thanks to funding from DG ECHO and the French government (CDCS, IFSAN), TGH opened offices in Wadi Fira (Guéréda and Iriba).

With its experience in Sudan since 2004, TGH has acquired in-depth knowledge of the local context and populations, a valuable asset for its interventions in eastern Chad with refugees from Darfur. In Ouaddaï province, TGH conducts sanitation and waste management activities with the support of private foundations through an approach that includes host, returnee, and displaced populations. In Wadi Fira province, TGH works both in refugee camps and in villages and conducts integrated interventions in water, hygiene, and sanitation, child protection, and food security.

The TGH office in N’Djamena also hosts part of the coordination of the Sudan mission, and the Chad and Sudan missions share certain human resources (Liaison Officer, Logistics Coordinator, Logistics Supervisor, etc.).

Job Description

The DP leads operations, manages teams, and represents the organization in Chad. They establish the link between TGH’s global strategy and the country-specific strategy, and ensure compliance with TGH’s values ​​and humanitarian principles. As such, the DP reports to the Geographic Manager based at headquarters.

The DP directly supervises the Program Coordinator, the Admin/HR/Finance Coordinator and the Logistics Coordinator.

This job description may change depending on the development of the mission.

His main responsibilities are as follows:

Representation and coordination

  • Ensure TGH’s representation in Chad, both in the capital and in the eastern provinces, including within the INGO Forum.
  • Develop and maintain effective working relationships with stakeholders in Chad, including international and national NGOs, national and local ministries/authorities and UN agencies.
  • Actively participate in UN sectoral and coordination meetings, government coordination meetings and other programming forums in Chad, and delegate team members where relevant or necessary.
  • Contribute to program complementarity and synergies by maintaining effective relationships with international and local organizations, particularly those working in the targeted geographic areas and the same sectors.
  • Maintain effective relationships with donors and support the monitoring of funding opportunities for TGH Chad programs.

Support the TGH Sudan mission in the deployment of teams and programs

Program design and development

  • Support the design and implementation of field assessments based on the needs of populations in need, TGH priorities and funding opportunities in order to propose short and medium term interventions.
  • Collaborate with the Desk in developing and refining TGH’s strategic vision and programming in Chad.
  • Lead and coordinate the development and review of sectoral strategies and work plans in accordance with Chad’s national strategy.
  • Ensure contextual monitoring of the country’s political, security and socio-economic situation and draw up analyses
  • Ensure the proper dissemination of analysis and information on the mission and at headquarters
  • Regularly update mission security management tools in accordance with association policies and formats
  • Ensure proper dissemination, knowledge and compliance by all staff with the safety rules and instructions in force
  • Guarantee a level and methods of operations adapted to the context
  • Support base managers or area representatives in collecting information and analyzing the context
  • Intervene with political, military, armed group, religious, community and opinion leaders, etc. security actors within the framework of collective security (development of networks, negotiation of access, strengthening of acceptance, etc.)
  • Manage, in conjunction with headquarters and, if necessary, the French Embassy and the UN, security incidents and emergency situations
  • Maintain an active link with the organizations/bodies responsible for monitoring security in Chad, e.g., WhatsApp group on security, INSO, meetings with the French Embassy, ​​etc.

Security management

General support for the mission

  • Contribute to compliance with security measures applied on the mission and promptly report any violation of these measures.
  • Support the implementation of internal procedures in coordination with support departments and with the Sudan mission.
  • Support internal improvement processes. Contribute to the sharing of knowledge and information within the TGH team.
  • Raise awareness among the program team of the fundamental humanitarian values ​​of humanity, independence, neutrality and impartiality, and promote respect for these values ​​within the team.

Program management

  • Support the program team in implementing programming and monitoring the progress of project indicators and results, ensuring compliance with project proposal requirements, donor policies and sector standards.
  • Supervise the Program Coordinator in grant management, reporting and communications, ensuring final validation and quality prior to submission of external reports, updates and other publications intended for external audiences with the desk and technical referents.
  • Ensure program coordination within TGH (between different projects, departments, regions) and with external stakeholders (national and international NGOs, United Nations agencies, etc.).
  • For new projects, in collaboration with technical referents at headquarters, field teams and support services, ensure that the start-up process is adapted (including kick-off meetings) and that work plans and procurement and recruitment plans are developed from the outset.
  • Ensure that accountability mechanisms are in place and functional

Team management

  • Directly supervise the coordination team.
  • Identify capacity building needs for staff and partners involved in the response. Participate in strengthening the knowledge and skills of the program team and partners.
  • Carry out evaluations of your team members.

Safety, working and living conditions

The mission is currently housed in apartments near the office. Living conditions in the field are more basic. The current situation in Chad may lead to a temporary tightening of security procedures (movement restrictions, etc.). There are regular flights to and from Chad for regional destinations.

Profile

  • Experience in an international NGO.
  • Experience working in high-risk areas, including disasters and fragile and conflict-affected states (at least 3 years of field experience).
  • Proven written and analytical skills.
  • Highly developed interpersonal, collaboration and communication skills, including influencing, negotiation and mentoring.
  • Fluency in French and English, both written and spoken, is essential. Arabic is an asset.
  • In-depth conceptual understanding of security risk management and risk assessment processes.
  • Previous experience in Sudan or Chad is an asset.
  • Ability to work with standard computer hardware and software.
  • Proven ability to use technology and digital tools to streamline security process management (policies, SOPs, etc.) and information sharing.
  • Willingness to work and travel frequently in often difficult and insecure environments.
