Job description
The Association of International Development Agencies (AIDA) is a membership-based coordination forum, comprised of more than 80 international non-governmental and non-profit member organisations (INGOs), which share common values and interest in promoting quality development and humanitarian programs in the oPt. AIDA is supported by a professional Secretariat and governed by an Executive Committee (ExCom), which is elected by and from its member organisations.
AIDA strengthens the collective influence and relevance of international NGOs, together with their national partners, in the oPt, by leading collective advocacy, coordinating to address operational challenges, and promoting programming effectiveness and quality. AIDA members contribute to an environment in which humanitarian, development and civil society organisations operate efficiently, deliver effective programming, and are able to raise their voices to influence policy to foster sustainable development, poverty alleviation, and the full realization of human rights in the oPt.
JOB PURPOSE: The AIDA Senior Policy & Advocacy Lead plays a key role in leading and developing AIDA’s advocacy interventions across the oPt .
- Augment AIDA’s local and international advocacy efforts and interventions,
- To put AIDA’s advocacy on a more proactive course of action,
- and develop and explore the best ways, means and modalities in which to pursue advocacy
Advocacy objectives:
- AIDA engages and advocates for positive policy change, directly or through members, with duty bearers and civil society to protect civic and humanitarian space and the rights of Palestinians in the oPt.
- AIDA supports members reach their advocacy goals through information sharing, coordination of work, capacity building, and connection with external fora.

Key responsibilities
Generic responsibilities
- Adhere to AIDA & Oxfam policies, tools, handbooks and guidelines.
- Contribute to the implementation of the support functions according to AIDA strategy and action plans.
- Assist with timely and punctual communications for AIDA to support the overall effectiveness as a coordinating body
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents, both physically and digitally.
- Promote and share ideas for improvement of the support function.
- Perform other tasks as required by management.
- Contribute to AIDA strategy development, proposals and needs analysis.
- Promote the rights of Palestinians in oPt, in line with the AIDA strategy.
- Coordinate implementation of the delegated portfolio.
- Provide regular progress reports to the AIDA Director
Specific Responsibilities
As a member of the AIDA Secretariat, the AIDA Senior Policy & Advocacy Lead will be in charge of:
- Advocacy & Coordination
- Facilitate and Co-Chair the AIDA Advocacy Working Group and Advocacy Steering Committee;
- Design, coordinate and implement AIDA’s advocacy activities, including developing and disseminating advocacy products around pre determined topics and issues for members and external stakeholders;
- Work closely with the AIDA Secretariat, ExCom, AIDA AWG, its Subcommittees and other related stakeholders to coordinate and augment the advocacy messages and interventions of both AIDA and its member organizations
- Support AIDA’s efforts in developing and maintaining its local and international relations, in order to compliment the local advocacy efforts in the oPt with international advocacy in Europe, the US, Canada, Australia and relevant countries.
- Build and maintain relationships with relevant external stakeholders, including HCT AWG, to proactively identify influencing local and international opportunities and promote joint advocacy
- Maintain and strengthen relationships with key external stakeholders, including UN agencies and UN-led coordination mechanisms, local authorities, local NGOs and civil society organisations, donor/diplomatic community and media
- Participate, and represent AIDA, in relevant coordination mechanisms (e.g. PNGO, HCT AWG);
- Policy & Research
- Lead the development of AIDA’s Advocacy strategy and advocacy plans, with the support of the AIDA Director, ExCom and Advocacy Steering Committee;
- Draft, update and contribute to policy and advocacy documents including briefing notes, position papers, press releases and operational guidelines;
- Lead and coordinate AIDA’s contracted advocacy and policy research on issues of priority as set by AIDA;
- Conduct policy/advocacy research, present findings and recommendations to AIDA Secretariat and relevant committees/working groups
- Develop and disseminate advocacy products around pre-determined topics and issues for members and external stakeholders, and regularly update the AIDA website with advocacy related content;
- Follow relevant local, regional and international political developments, humanitarian trends, human rights issues and development policy to inform AIDA’s work
- Support and complement AIDA’s operations through
- Provide internal briefings on key policy & advocacy issues to secretariat, ExCom & AIDA members
- Engage with the AIDA membership, and contribute to collecting relevant data and information
- Supporting the communications officer in data collection and analysis from AIDA’s member organizations, using different online tools, including designing regular surveys and polls of AIDA’s members and relevant stakeholders’
- Contribute to AIDA program management, including proposal writing, budget development and monitoring, and donor reporting;
- Support the organization of meetings, including disseminating invites, booking locations, managing online programming, taking and disseminating Minutes of Meetings
- Supporting the secretariat in event management, for workshops, trainings, press conferences, briefings, and other events and functions
- Work with Oxfam Support staff to carry out support services functions including, procurements, HR finance and Bookkeeping related to AIDA
- Co-management of AIDA’s social media communications and social media groups

Essential Technical Competencies
- Undergraduate degree in international relations, development studies, political science, law, or a related field.
- +5 years’ experience in complex conflict settings and humanitarian contexts in policy, advocacy, communications required. Experience working in advocacy for a consortium or coordination platform is strongly preferred
- Strong reporting and analytical skills, with the ability to synthesize complex data and political developments into clear, actionable insights.
- Proven experience in managing budgets and financial resources effectively.
- Demonstrated ability to engage with governmental, intergovernmental, and non-governmental stakeholders. Experience working in the occupied Palestinian territory (oPt) or similar high-risk contexts is strongly preferred.
- Deep understanding of the operational culture, priorities, and constraints of humanitarian and development actors, particularly INGOs and local/national partners.
Desirable Technical Competencies
- Familiarity with the Palestinian context.
- Experience managing and improving established processes, including advocacy planning cycles, coordination mechanisms, or donor engagement routines.
- Ability to resolve diverse, often non-repetitive challenges through sound judgment and contextual understanding.
- Experience addressing occasional complex or politically sensitive issues, with an ability to recommend adaptive strategies or procedural changes.
- Capacity to manage and interpret diverse sources of information, identify inconsistencies, and provide accurate analysis under pressure.
- Understanding of how advocacy and policy work can influence broader organizational or inter-agency dynamics.
- Experience engaging in internal and external negotiations, particularly within multi-agency coordination frameworks or with governmental stakeholders.

- The salary range for this position is set in scale C2 with a salary range starting from 17,016.25 ILS gross depending on experience, based on 40 hours a week (full time).
