Finance Assistant At International Organization for Migration

  1. ORGANIZATIONAL CONTEXT AND SCOPE:

Under the overall supervision of the Head of Resources Management in IOM Thailand and direct supervision of the National Resources Management Officer (NRMO); and, in collaboration with relevant units at Headquarters, Regional Office for Asia and the Pacific, and the Administrative Centres, the successful candidate will be responsible for supporting the Central Finance Unit in Bangkok, especially in relation to all contractual, accounting and finance matters of the Global Fund project.

  1. RESPONSIBILITIES AND ACCOUNTABILITIES:

· Support financial monitoring, reporting and accounting of assigned projects in accordance with the donor requirements, IOM rules and regulations and Standard Operating Procedures, notably in terms of budget implementation;

· Manage the day-to-day accounts of the assigned projects and contribute to the overall efficient functioning of project’s financial management and accounting system;

· Assist the project staff in addressing financial and accounting issues related to the implementation of the project activities; escalate and coordinate any complex issues with supervisors.

· Extract and input data from various sources in financial or accounting systems;

· Respond to accounting, budget or financial queries regarding the project data;

· Review all types of payments starting from purchase to payment requests verifying that they are duly authorized, and all the supporting documents are attached therewith;

· Perform claim verifications against documentation to ensure that purchases/services are properly authorized and that the goods have been received or services rendered;

· Prepare necessary receipt and journal vouchers;

· Assist in the preparation of budget, accounting, financial, statistical and other reports as required;

· Provide assistance to all staff services such as travel, expense claims, document retrieval, etc.;

· Ensure proper and systematic filling of all posted payments and other accounting documents according to the established standards;

· Perform other related duties as required.

3. QUALIFICATIONS AND EXPERIENCE

EDUCATION

  • High School diploma with four years of relevant experience; or,
  • Bachelor’s degree in Business Administration, Accounting, Finances, or related fields with two years of relevant professional experience.

EXPERIENCE

  • Prior experience in accounting, financial management and donor financial reporting with community based or international organizations;
  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
  • Attention to detail, ability to organize paperwork in a methodical way;
  • Discreet, details and clients-oriented, patient and willingness to learn new things; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

SKILLS

  • Familiarity with financial and business administration;
  • Team-work oriented but with a capacity to work independently ;
  • Good writing and communication skills;
  • Strong organizational and time management skills;
  • Ability to work effectively in a multi-cultural environment.
