Overview of position
- Our client was established in 1997. they lead, coordinate & implement mine action under UN’s legislative mandates of both the General Assembly & the Security Council. Our client supports the UN’s vision of “a world free from the threat of mines, Explosive Remnants of War (ERW) including cluster munitions & Improvised Explosive Devices (IEDs), where individuals & communities live in a safe environment conducive to sustainable peace & development where no one is left behind, where the human rights & the needs of victims are met & where they are fully integrated as equal members of their societies.”
- Our client is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peace Operations (DPO). they operate under UN legislative mandates of both the General Assembly & the Security Council, or at the request of the UN Secretary General or his designated official. When instructed by the Security Council or called upon by member states, our client deploys under humanitarian, peace & security mandates. Their main headquarters is in the UN Secretariat, New York with a sub office in Geneva. Our client provides direct support & assistance in the areas of explosive ordnance threat mitigation to 18 countries / territories / missions, has a standby rapid response capacity & global Technical Advisors in the field of IED’s & Weapons and Ammunition Management (WAM). As an office within DPO, our client supports peacekeeping & special political missions in accordance with Security Council mandates.
- Their Iraq program was formally established in June 2015, at the request of the UN Under Secretary General for Peacekeeping Operations (DPKO) & the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national & regional mine action capacities. Our client is supporting multiple layers of operations under their Iraq strategic plan which focuses on 3 main components namely, technical support, Explosive Ordnance Risk Education (EORE) & Explosive Hazard Management (EHM). Our client in Iraq has offices in both Baghdad & Erbil.
- The post of Technical Support Coordinator will support the delivery of the overall objectives of our clients technical support component for National Mine Action Authorities (NMAA), i.e. Directorate of Mine Action (DMA) & Iraqi Kurdistan Mine Action Authoruty (IKMAA) in Iraq. Their Iraq technical support include development, improvement & capacity building on mine action related technical areas for NMAAs such as on mine action Quality Management System (QMS), National Mine Action Standards (NMAS), clearance task prioritization systems, results based impact evaluation, land release system & technical trainings such as EOD & IEDD trainings.
Role objectives: Under the direct supervision of the Head of Project Unit, the Technical Support Coordinator will be responsible for the following duties & responsibilities:
Support the formulation and elaboration of our client in Iraq’s Technical Support (TS) strategy & plan:
- Coordinate the development & design of TS strategy & detailed plan for TS in line with our clients Iraq country strategy & workplan in consultation with their Chief of Mine Action Program & with Head of Projects Unit.
- Devise joint technical support initiatives with National Mine Action Authorities (NMAA) in Iraq (Directorate of Mine Action, DMA & Iraqi Kurdistan Mine Action Agency, IKMAA) in consultation with their Chief of Mine Action Program & with Head of Projects Unit
- Support to develop, maintain & improve the mine action coordination system in Iraq in consultation with their Chief of Mine Action Program & with Head of Projects Unit.
Coordination & management of the NMAA TS activities:
- Coordinate implementation of our clients TS plan activities according to budget & implementation plan.
- Direct and manage the agreed joint technical support initiatives of their Iraq operations with NMAA in Iraq (DMA & IKMAA) in consultation with their Chief of Mine Action Program & with Head of Projects Unit.
- Coordinate with support services to launch procurement processes for key technical support activities as per rules & regulations.
- Manage the contracts & grants related to TS & ensure the progress, financial management & quality of contractors & grantees are followed up & maintained.
- Proactively monitor the overall progress of the TS joint plan & the activities.
- Manage & resolve risks & issues related to the activity implementation, apply corrective actions in consultation with their Chief of Mine Action Program & with Head of Projects Unit.
- Effectively coordinate activities & their interdependencies including ensuring that appropriate support is committed through the different technical departments in their Iraq operations (EHM & EORE).
- Provide timely & activity activities tracking, analysis of outputs & reporting.
- Research, identify & introduce appropriate new technologies to assist delivery of activities & initiatives for the NMAAs & develop standard working practices & statement of work for TS initiatives agreed with the NMAAs.
- Plan, develop, implement & maintain appropriate standards, best practices & procedures in activity implementation for TS.
- Identify continuous improvements & lessons learned.
Liaise, coordinate & communicate with NMAAs & key stakeholders regarding TS:
- Regularly & proactively engage & coordinate with NMAA (DMA & IKMAA) for the implementation of TS activities.
- Coordinate & support activities by other key strategic stakeholders in areas related to TS in consultation with our clients Chief of Mine Action Program & with Head of Projects Unit.
- Coordinate with partners, UN & other key entities in Iraq for technical support related areas in consultation with our clients Chief of Mine Action Program & with Head of Projects Unit.
- Manage the relationship management of our client with NMAA in Iraq (DMA & IKMAA).
Expected output:
- Support the formulation & elaboration of our clients Iraq TS strategy & plan including strategy documents, workplans, implementation plans, concept notes & briefing notes.
- Coordination & management of the NMAA TS activities including progress tracking, financial management, contract & grants management & etc.
- Liaise, coordinate & communicate with NMAAs & key stakeholders regarding TS.
- Supervision & support to staff.
Project reporting: This role will work under the direct supervision of the Head of Project Unit & is expected to write the following reports:
- Weekly reporting on TS activities & progress to Head of Projects Unit.
- Quarterly narrative progress reports & financial progress reports to Head of Projects Unit.
- Annual narrative progress reports & financial progress reports to Head of Projects Unit.
Key competencies:
- Master’s Degree or equivalent with a minimum of 7 years of relevant experience or Bachelor’s Degree or equivalent with a minimum of 9 years of relevant experience Military Experience (or relevant Police Experience) at the Senior Non Commissioned Officer or Officer level (or equivalent) with a minimum of 13 years of relevant experience.
- Minimum 7 years’ experience in mine action required, specifically in training / capacity building / operations management / quality management in mine action.
- Experience working with NMAAs & / or govt. authorities.
- Experience with training foreign nationals in EOD / IEDD techniques (desirable).
- Excellent computer literacy is essential, knowledge of IMSMA an asset.
- Experience in operations management & implementation of plans.
- Experience in writing & developing plans / strategies / SOPs.
- Team management experience & skills required.
- Knowledge of the UN system & procedures (desirable).
- Fluency in English is essential.
- Working knowledge of Arabic is desirable.
- Experience in other mine action contexts is desirable.
