The services entrusted to the provider will be: Carrying out a final evaluation of the Balkan Voices 2 Project, covering the entire implementation period (from June 2023 until the end of the Project, scheduled for 30 November 2025).

The final evaluation shall aim to:

  • Provide a critical and objective analysis of the Project’s implementation over the entire period;
  • Assess the Project using the OECD-DAC criteria: relevance, coherence, effectiveness, efficiency, outcomes, impact, and sustainability;
  • Measure the extent to which the initial objectives—and, where applicable, those adjusted during implementation—have been achieved;
  • Evaluate short- and medium-term results based on a representative sample of direct beneficiaries, and to the extent possible, of the Project’s final beneficiaries;
  • Draw lessons learned and provide strategic and operational recommendations (in particular regarding objectives, operational methods—including their replicability—and areas of intervention) to inform the design and implementation of a potential follow-up project that builds on or complements the current one, while addressing the new challenges and needs identified during its implementation.

In addition, since the Balkan Voices 2 Project has a gender marker 1 under the OECD-DAC criteria, the evaluation shall also assess how gender considerations have been integrated into all dimensions of the Project (selection of experts and direct beneficiaries, activities implemented, themes addressed in content production, etc.).

Each applicant must submit a complete proposal that includes all of the following documents and information or CFI will not consider the proposal:

  1. A technical proposal (maximum 10 single-sided A4 pages, excluding annexes) describing the proposed methodology for carrying out the Services, based in particular on the relevant experience of the members of the team assigned to the Contract within the applicant company. The company must demonstrate its understanding of the expected evaluation, as well as its knowledge of the media landscapes in the six Project countries and the issues addressed by the Balkan Voices 2 Project in the region. The proposal must include an evaluation matrix based on the OECD-DAC criteria (distinct from the existing M&E matrix based on the Project’s logical framework indicators), relevant details on the proposed methodology (types of surveys, tools used, stakeholders consulted, etc.), a provisional evaluation schedule, and information on the availability of the proposed team during the entire evaluation period up to submission of the final report, a breakdown of expert days per evaluation phase and per team member, the names and specific roles of each expert involved in the evaluation, a summary table listing each expert, the main tasks to be carried out, and the corresponding number of expert days and the total number of expert days planned, which will also be taken into account in the assessment.
  2. The CV of each member of the team in charge of delivering the Services on behalf of the applicant company. Each CV must include detailed references in relation to similar project evaluations, particularly in the areas of disinformation and the Western Balkans, language skills, specifying the ability to work in French, English, and in the languages of the Project’s beneficiary countries (Albanian, Bosnian, Macedonian, Montenegrin, and Serbian), applications from female experts are encouraged.
  3. Financial offer, indicating the overall price excluding taxes (excl. VAT) required to carry out the Services.

All of these documents are written in French or in English by the applicant company or its proposal will be eliminated by CFI.

Candidate may present for the award of the Contract as a single company or as a consortium of operators with a single representative[1].

In the event of subcontracting, the candidate shall produce the documents and information necessary for the acceptance of each subcontractor and for the approval of its payment terms[2]. In the event of subcontracting, each subcontractor must submit the DC4 (or equivalent).

To justify its professional, technical and financial capacities, the candidate, even if it is a consortium, may request that the professional, technical and financial capacities of other companies be taken into account, regardless of the legal nature of the links between it and these companies. In this case, it shall justify the capacities of this company or these companies and provide proof that they shall be available to it for the performance of the Contract.
