Context:

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs.

Under the United States Refugee Admissions Program (USRAP), the Resettlement Support Center (RSC) provides critical support and processing services for resettlement to the US. As part of an MOU between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the RSC for the Middle East and North Africa (MENA). RSC MENA prepares applications for adjudication by and provides support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitates security and medical screenings, provides information about arriving individuals to resettlement agencies in the US and offers Cultural Orientation (CO) training to individuals departing for the US.

Context:

Under the overall supervision of the Chief of Mission (COM) in Qatar, and the direct supervision of the Project Coordinator, RSC MENA-Qatar Processing Site in Doha, Qatar and in collaboration with relevant units at CAS and Regional Office (RO), the successful candidate is responsible for supporting the overall management of pipeline management and scheduling activities in Doha, Qatar.

Core Functions / Responsibilities:

1. Manage daily RSC MENA-Qatar Processing Site case management activities in scheduling sub- unit, including hiring, providing training, assigning duties, and giving feedback to staff members on their performance on a regular basis to ensure high quality work and the accurate completion of processing activities.

2. Provide technical assistance, guidance and information on changes to workflows and procedures to staff members in accordance with the START (USRAP Refugee Processing System), USCIS, PRM Program Announcements and internal Standard Operating Procedures (SOPs).

3. Organize and manage comprehensive data collection, assessment and reporting system for USRAP Pipeline Management related operations in RSC MENA-Qatar Processing Site, including regulating and standardizing data entry software applications and protocols across units.

4. Perform and report on the regular analysis of key performance indicators, and various reports in the reporting tools (including but not limited to, MiMOSA, Power BI, START, Tableau, etc.) pertaining to migrant flow, quality and risk management, service efficiency, and client satisfaction – including active monitoring of trends.

5. Use reports to monitor the RSC MENA-Qatar Processing Site pipeline and take appropriate action to address relevant processing delays or backlogs. As needed, directly handle urgent and sensitive cases at any stage in the pipeline to ensure they are processed effectively and efficiently.

6. Support the creation of evidence-based suggestions based on aggregated data for required actions for the USRAP; Support the overall development of RSC MENA-Qatar Processing Site and the larger USRAP operation in RSC MENA by suggesting potential improvements to processing activities.

7. Participate in the development and update quality control mechanisms and reporting systems for USRAP processing in RSC MENA-Qatar Processing Site.

8. Suggest improvements to strengthen internal control mechanisms; providing inputs for new procedures to complement and/or adapting existing instructions to achieve streamlining efficiencies.

9. Participate in the planning and monitoring of USRAP operations in RSC MENA-Qatar Processing Site. This may include assisting senior Migration Health Division (MHD) manager, RSC MENA-Qatar Processing Site Project Coordinator and Movement Operations Manager in planning and coordinating activities with IOM staff, counterparts as well as IOM and non-IOM partners.

10. Maintain the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Project Coordinators, RSC MENA-Qatar Processing Site of any non-compliance to SOPs or codes of conduct by RSC staff.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Science, Statistics, Information Management, or a related field rom an accredited academic institution with two years of relevant professional experience; or,

• University degree in the above fields with four years of relevant professional experience.

Experience

• Supervisory or management experience within the USRAP; and,

• Experience working with high-profile, at-risk and sensitive program beneficiaries, and experience with expedite systems.

Skills

• Demonstrated proficiency with the START (USRAP Refugee Processing System), MIMOSA, Power BI, and Tableau systems;

• Sound knowledge of program implementation and familiarity with IOM’s administrative, financial, and business rules and practices; and,

• Excellent computer skills and proficiency in spreadsheet and database applications;

Languages

IOM’s official languages are English, French, and Spanish.
