1. Background

The Jordan Health Fund for Refugees program (JHFR), jointly funded by Canada and other donors, aims to improve refugee access to the Jordan’s Ministry of Health (MoH) primary and secondary health services at facilities for refugees, and the quality of the services offered. In addition to increasing access to public healthcare facilities for refugees and vulnerable Jordanians, the JHFR also contributes to the strengthening of the Jordanian public health system through investing in the capacities of the Ministry’s personnel and the infrastructure of health facilities.

Established in 2021 within the MoH, the Projects Management, Planning, and International Cooperation Directorate (PMIC) focuses on developing strategies for effective health program implementation and global partnerships. This directorate plays a pivotal role in ensuring the effective planning and implementation of projects under the JHFR framework, strengthening the MoH’s capacity to respond to both refugee and host community needs.

As part of Canada’s ongoing support to the JHFR and MoH, and through its FSSP project, it is supporting the development and delivery of a Capacity Building Action Plan aimed at enhancing the institutional capacity of the PMIC to effectively fulfill its responsibilities and achieve its objectives, particularly in the areas of strategic planning and performance management. To this end, a Strategic Planning and Performance Management Expert will be engaged to deliver a series of awareness sessions and specialized trainings targeting various managerial and technical levels within the Ministry.

2. Objectives of the Consultancy

The objective of this consultancy is to strengthen the Ministry’s capacity in integrated planning and performance management by:

  • Providing general capacity building on strategic planning and results-based management across all levels of the Ministry.
  • Enhancing the ability of department heads and liaison officers to develop and to monitor the performance strategic and operational plans that are aligned with institutional goals and national priorities.
  • Building practical skills in monitoring and evaluating performance through the use of data and tools such as Excel, including the development and tracking of performance indicators.

3. DESCRIPTION OF TASKS

The expert will be responsible for supporting the design and delivery of a series of awareness and specialized training sessions, focused on strategic planning, operational planning, and performance monitoring. The tasks include:

  1. Review and Diagnostic
    • Review the Ministry existing strategic plan, executive/operational plans, M&E frameworks, and performance monitoring tools.
    • Identify gaps, inconsistencies, or areas for improvement in alignment, implementation, or indicator tracking.
  2. Customized Training Design
    • Develop fully tailored training materials, tools, and presentation content that respond directly to the MoH’s context, needs, and identified capacity gaps.
    • Design hands-on group exercises using real Ministry data, current plans, and existing tools to allow participants to practice updating, refining, or aligning these documents and frameworks.
    • Prepare pre- and post-training assessment tools to evaluate participant learning.
  3. Training Delivery
    • Deliver high-quality, interactive training sessions.
    • Facilitate practical workgroups and simulations that support participants in reviewing and updating their existing plans or indicators in real time.
  4. Coordination and Validation
    • Coordinate closely with the Institutional Development Expert and PMIC team to validate training content and align it with other institutional development efforts.
    • Participate in preparatory and debriefing meetings with MoH focal points to ensure relevance and ownership.
  5. Reporting and Follow-up
    • Prepare brief training reports capturing attendance, pre- and post- training results, key discussion points, participant feedback, and recommendations for follow-up support.

4. Deliverables

Under this ToR, the Strategic Planning and Performance Management Expert will be responsible for designing and delivering the following training sessions. Each session is tailored to address specific capacity needs within the Ministry of Health and includes a set of clearly defined deliverables to ensure effective learning outcomes and institutional uptake.

1. Awareness Session on Strategic Planning and Results-Based Management

  • Target Group: Staff from various technical and administrative directorates
  • Estimated Participants: Up to 60 (depending on venue capacity)
  • Type: Awareness session
  • Duration: Half a day
  • Date: July 2025
  • Objective:
    To raise awareness about the importance of strategic planning and results-based management, and to highlight the role of individuals in contributing to institutional goals.
  • Deliverables
    • Presentation for Awareness Session

2. Advanced Strategic Planning Training

  • Target Group: PMIC and Directors of technical departments
  • Estimated Participants: 40-45
  • Type: Specialized training including best practices and practical examples based on the current strategic plan
  • Duration: 2 days – This training might be delivered over the span of 4 days after official working hours to accommodate the availability of directors
  • Date: July 2025
  • Objective:
    To build the capacity in:
    • Linking technical work with institutional goals through strategic planning
    • Making vision-driven decisions aligned with institutional strategies
    • Preparing budgets based on health economics, gender-responsive budgeting, green economy principles, and sustainability
    • Proposing strategic, high-priority projects
    • Leading effectively and promoting long-term sustainability
  • Deliverables:
    • Training Material – Advanced Strategic Planning
    • Group exercises
    • Training report

3. From Strategy to Execution: Operational Planning and Performance Management

  • Target Group: Liaison officers for strategic planning, monitoring, and evaluation
  • Estimated Participants: 40-45 participants
  • Type: Specialized training courses including best practices, practical examples, and group work
  • Duration: 3 days
  • Date: August 2025
  • Objective:
    To build the capacity of liaison officers in:
    • Implementing the institutional strategic plan
    • Developing operational plans that are aligned with the strategic framework
    • Differentiating between strategic and operational projects
    • Formulating performance indicators
    • Monitoring and evaluation practices
    • Preparing performance and progress reports
    • Fostering a results-oriented performance culture
  • Deliverables:
    • Training material – Operational Planning and Performance Management
    • Group work/ practical examples
    • Training report

4. Using Excel for Managing Strategic, Operational, and Sectoral Performance Indicators

  • Target Group: PMIC and liaison officers for planning and M&E
  • Estimated Participants: 25–30
  • Type: Specialized training including best practices, practical examples, and group work
  • Duration: 2 days
  • Date: September 2025
  • Objective:
    To enhance the participants’ capacity to:
    • Systematically monitor institutional performance
    • Improve data analysis and support evidence-based decision-making using Excel tools
    • Using Excel for data entry and creating formulas and diagrams
    • Key Excel features that will enable efficient and effective M&E functions
  • Deliverables
    • Training material – Using Excel for Performance Management
    • Group work/ practical examples
    • Training report

Note:

Based on the review of existing strategic and operational plans and performance management frameworks, the consultant may identify additional training needs/ objectives or recommend focusing more deeply on specific aspects of the planned training topics. Any such adjustments must be supported by clear justifications and evidence and must be discussed and agreed upon in advance with the Institutional Development Expert to ensure alignment with the overall objectives of the Capacity Building Plan.

5. CONSULTANT PROFILE

5.1 Education

  • The consultant should hold an advanced degree in a relevant field such as management, public administration, policy, development, or any other related discipline, with additional certifications in planning, monitoring, or performance management considered an asset.
  • Minimum 15 years of experience in strategic and operational planning, performance management, and results-based management.
  • Proven track record in delivering training in the public sector, particularly in the health or development sector.
  • Demonstrated knowledge of budgeting, sustainability principles, and public sector reform.
  • Advanced proficiency in Excel for planning and M&E purposes.
  • Strong facilitation and communication skills.
  • Fluency in Arabic and English.
  • All events and training materials will be delivered in Arabic, reports should be delivered in Arabic and English.
  • The Consultant will be contracted under the ‘Middle East Field Support Services Project’ (ME-FSSP), being implemented in Jordan by Cowater International, for Global Affairs Canada. The contract will be administered through the ME-FSSP.
  • The Consultant will be responsible and accountable for the deliverables under this contract to the health team of Canada’s Jordan Development Program, at the Embassy of Canada in Amman. The Consultant will work closely and collaboratively with the Capacity Development and Training Specialist contracted by the ME-FSSP, MoH officials and the Director of the PMIC.
  • Work will be performed out of the MoH’s premises or the Expert’s own office, and the Expert will be responsible for providing all required overhead, including maintaining internet access and an email account.
  • When not operating from the MoH, the Expert is expected to use their own workspace, equipment and materials (office space is not provided).

5.2 Experience and skills

  • Minimum 15 years of experience in strategic and operational planning, performance management, and results-based management.
  • Proven track record in delivering training in the public sector, particularly in the health or development sector.
  • Demonstrated knowledge of budgeting, sustainability principles, and public sector reform.
  • Advanced proficiency in Excel for planning and M&E purposes.
  • Strong facilitation and communication skills.

5.3 Language

  • Fluency in Arabic and English.
  • All events and training materials will be delivered in Arabic, reports should be delivered in Arabic and English.

6. Reporting and Coordination

The consultant will work closely with the Institutional Development Expert and will coordinate closely with the PMIC team.

7. ADMINISTRATIVE ARRANGEMENTS

The Expert will be paid according to the agreed-upon daily rate based on the level of effort reflected in the monthly financial timesheet and reports. Activities and services rendered should be in line with what has been approved by the health team of Canada’s Jordan Development Program, at the Embassy of Canada in Amman.
