Role Summary

MAGENTA is seeking a highly motivated and experienced Monitoring, Evaluation, Research, and Learning (MERL) Manager to lead the design and implementation of MEL and research activities for a large-scale, multi-partner initiative focused on strengthening inclusive systems, community resilience, and norm change.

The MERL Manager will be responsible for designing MEL frameworks, overseeing data collection and analysis, generating actionable insights, and facilitating learning and adaptation across the programme. The role will be central to ensuring that behaviourally informed approaches are grounded in evidence and responsive to context.

Key Responsibilities

Monitoring & Evaluation

  • Lead the development and application of the project’s MEL framework, tools, and indicator sets.
  • Ensure robust, participatory systems for routine data collection, analysis, and reporting.
  • Align MEL activities with donor requirements and global best practices.
  • Build the capacity of team members and partners in MEL approaches and tools.
  • Oversee data quality assurance processes and ensure compliance with data protection standards.

Research & Learning

  • Design and supervise formative and operational research across themes including norms change, gender, civic engagement, and institutional coordination.
  • Ensure research design and analysis integrate a gender, equity, disability, and social inclusion (GEDSI) lens.
  • Produce and disseminate user-friendly research outputs, learning briefs, and synthesis reports.
  • Facilitate internal reflection and learning workshops to guide adaptive implementation.
  • Coordinate with technical teams to integrate insights into SBC and programme design.

Coordination & Technical Support

  • Engage with stakeholders and partners to ensure alignment of MEL approaches and use of data for decision-making.
  • Collaborate with SBC, strategy, and GEDSI teams to embed evidence into design and delivery.
  • Contribute to donor reporting, learning agendas, and knowledge exchange forums.

Required Qualifications and Experience

  • At least 7 years of experience in MEL and research, including in complex, multi-partner programmes.
  • Proven experience designing and implementing MEL frameworks and indicator sets.
  • Strong technical grounding in both qualitative and quantitative methods.
  • Experience producing high-quality research and learning products for diverse audiences.
  • Demonstrated understanding of participatory MEL and inclusive evaluation approaches.
  • Strong facilitation, writing, and communication skills.
  • Experience working in Jordan or the wider MENA region is highly desirable.
  • English and Arabic fluency required.
  • Master’s degree in a relevant field such as monitoring and evaluation, development studies, behavioural science, or public policy.
