HEALTH MEDIATOR in Marseille M/F At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, and even exclusion from healthcare.

As part of a replacement and increased activity, the France Mission is looking for a Health Mediator in Marseille M/F.

Context :

The MSF France Mission provides assistance to migrants in situations of high social, medical, and/or psychological vulnerability in France and conducts advocacy efforts to facilitate their access to ordinary law. Following an exploratory mission regarding the medical and social care of unaccompanied minors in Marseille in 2020, MSF noted major shortcomings in the systems.

A multidisciplinary accommodation and care program for unaccompanied minors has therefore been set up with the aim of assisting these vulnerable young people in their legal and social procedures and, more generally, to limit the loss of opportunity that the failures of the competent authorities imply for these young people.

Since 2023, the project has also developed an External Activities component with a component supporting the health of unaccompanied minors outside of the young people cared for at MSF accommodation.

In 2024, as part of a partnership with Secours Catholique, JUST, Yes We Camp and the Ligue de l’Enseignement, under the leadership of MSF, a Day Center will be opened in Secours Catholique premises with the support of Marseille City Hall, with the aim of providing support for young migrants in the form of multiple activities.

In a changing context, the system tends to strengthen its presence outside of accommodation locations via on-site interventions (squats, permanence in resource locations).

Main mission:

Under the responsibility of the Project Coordinator, implement actions enabling access to health rights and the implementation of care pathways for a vulnerable unaccompanied minor in the Marseille area, with a particular focus on monitoring young girls. The objective is to promote and guarantee access to care for a vulnerable population in exile, in collaboration with the project’s salaried and volunteer health team.

Mission and regular activities:

Coordination and support of beneficiaries in their care pathways:

  • Implement “reaching out” activities in squats and informal living spaces for unaccompanied minors, through regular and planned visits
  • Assess the health needs of beneficiaries during outreach or health clinics run by the multidisciplinary team of employees and volunteers, with a strong dimension of participation in the medical activity of the Multi-Partner Day Center
  • Network and lead the partner network to ensure optimal links with the MSF team and the guidance of beneficiaries
  • Provide guidance and referrals for beneficiaries identified in consultation with the team: young unaccompanied minors (UMAs) seeking help or new arrivals.
  • Ensure the coordination of the simple health pathways of beneficiaries included in the cohort: link with external health partners, appointment bookings.
  • Coordinate the care pathway for complex cases with the support of the nurse
  • Carry out individual support to places of care with the aim of strengthening their ability to act independently
  • Facilitate the adherence and appropriation of care pathways by each beneficiary, ensure that the young person has all the information
  • Use interpretation services to ensure the young person’s understanding and adherence to their care pathway.
  • Design health mediation and prevention tools (particularly in the form of workshops) in tandem with the MSF project’s IDE, and solicit partners capable of offering these tools to beneficiaries.

Facilitate access to health rights for beneficiaries:

  • Information on access to health rights for beneficiaries
  • Creation of files for opening rights for identified young unaccompanied minors
  • Steps with the CPAM for the submission and monitoring of the files created

Participate in the animation and coordination of MSF project volunteers:

  • Ensure the coordination and organization of individual physical support to places of care by volunteers
  • When delegating individual support, provide the volunteer with all information and health documents if necessary.
  • Ensure the adherence and participation of volunteers in the care projects and external activities of the MSF project;
  • In collaboration with the health center team, lead and develop meetings and training sessions for the volunteer team.

Take part in team life and contribute to advocacy:

  • Collect data for the benefit of individual monitoring, as well as national level advocacy common to MSF’s unaccompanied minors projects in France.
  • Report all information needed to monitor young people in the reporting software
  • Participate, upon request or validation by the project coordinator, in external partnership meetings.
  • Escalate any security issues to the project coordinator
  • Share with the IDE and the project psychologist any problems related to the physical and mental health of young people.
  • Participate in required team and individual meetings.
  • Produce, as a team or individually if justified, all support and tools necessary for their work.
  • Participate in the drafting of regular activity reports
  • Guarantees that all information relating to the young person will be kept confidential.
  • Take care of the facilities, equipment and materials at its disposal, in particular to ensure their durability.

Profile sought:

Formation :

  • Bac+2 with a DU in health mediation or social engineering, or any diploma in the field of health, psychology, anthropology (IDE diploma or other paramedical profession would be a plus).

Experience and skills:

  • Minimum two years in a similar position required.
  • Knowledge of the French healthcare system, the levers of access to care and healthcare rights
  • Experience in the child protection, unaccompanied minors (UM) or immigration sectors
  • Knowledge of the main topics of health prevention and public health
  • Ability to work in a multidisciplinary team
  • Ability to lead and energize a team of volunteers
  • Compliance with the ethical framework for health mediation: confidentiality, non-judgment and respect for individuals
  • Mastery of computer tools
  • Class B driving license required
