Context:
IOM Lebanon contributes to the Syria Refugee and Resilience Plan (3RP) through recovery and resilience programming aimed to enhance employment opportunities, increase local commercial activity, and address the drivers of intercommunal tension through social cohesion, livelihoods, community stabilization, and disaster risk reduction interventions. Under the overall supervision of the Head of Office in Lebanon, the direct supervision of the Head of Programmes, and in coordination with the Syria Crisis Coordinator in Geneva and the Regional Thematic Specialist (RTS) at RO Cairo, the successful candidate will be responsible for providing strategic guidance to and technical oversight for IOM’s Syrian refugee response activities in Lebanon, including recovery and resilience programmes with a focus on cash-for-work, financial and business development support, and vocational training activities.
The Livelihoods Officer is expected to carry out the duties in accordance with the strictest ethical standards and with due respect for gender and socio-cultural sensitivities.
Core Functions / Responsibilities:
- Guide the development of IOM’s refugee response livelihoods strategy in Lebanon, while ensuring compatibility with other sector partners, partnership with central and local authorities and an alignment with IOMs overall strategic direction.
- Provide technical assistance to IOM’s refugee response livelihood interventions, with focus on women engagement in livelihood activities. In particular, lead strategic planning of project activities, review and monitor the implementation of projects, evaluate results, and recommend corrective action to improve programme delivery and coordination, as necessary.
- Explore partnerships with relevant refugee response stakeholders, including local government authorities and the private sector, to coordinate and facilitate programme implementation, maximize performance, promote new activities, and raise funds for new projects.
- Represent IOM in the relevant policy and technical working groups established under the UNStrategic Framework, the Lebanon Crisis Response Plan, the Emergency Response Plan, and the Reform, Recovery, and Reconstruction Framework, as well as other forums, to ensure proper coordination and presentation of recovery and resilience activities.
- Pro-actively seek new 3RP funding from government and non-government donors and liaise with donor counterparts to discuss programme and project possibilities, coordinate and promote new activities and raise funds for new projects. Design and develop new projects, in coordination with the Programme Support Unit.
- Plan, develop, organize and deliver capacity-building activities for staff, partners, government officials, and other actors.
- Prepare and disseminate reports, including donor reports, information products, communications and visibility materials, for donors, government and other relevant stakeholders, ensuring timely submission and compliance with donor and IOM requirements.
- Ensure conflict sensitivity, accountability to affected populations (AAP), gender, disability, and protection mainstreaming in project planning and implementation.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Economics, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Minimum five years of relevant working experience in implementation and management of emergency response in hardship duty stations and emergency and development settings with complex operating environments preferred;
- Experience in the field of migration or refugee response, including prevention, preparedness, emergency, transition and recovery (specifically, livelihoods and small and medium-size business support);
- Work experience in the MENA region or on the Syrian conflict and its impact on the affected population is an asset;
- Experience in emergency operations and in liaising with governmental authorities, other national/ international institutions and UN, IOM or INGOs.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization and an understanding of complex social-political and cultural environments;
- Excellent writing skills and knowledge of IOM project development procedures (including PRIMA) and processes;
- Knowledge of financial rules and regulations;
- Knowledge of monitoring and evaluation;
- Excellent people and communication skills and demonstrated;
- Knowledge of UN and bilateral donor programming; and,
- Knowledge of humanitarian architecture, especially in relation to protection and relevant areas of responsibility.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of French and Arabic is an advantage.
