Context

The NRC has been present in the CAR since 2014 and currently employs 154 staff, including 11 national staff. The NRC’s operations cover a vast geographical area, with activities spread across strategic districts throughout the country, such as Mambere Kadei, Sangha Mbaere, Nana Mambere, and Ouham Pendé in the West, Nana Gribizi, Kemo, and Ouham Fafa in the Center, Basse-Kotto in the South, and Ombella Mpoko in the Southwest. The NRC operates from three field/zonal offices in Bouar, Kaga Bandoro, and Alindao, and a country office in Bangui, the capital.

The program portfolio currently includes six core competencies: ICLA (information, counseling and legal assistance), livelihoods and food security, WASH, shelter, education, and protection from violence.

During the year 2025, the NRC anticipates an evolution of the humanitarian context which could lead to new administrative and operational challenges, as well as an increased need for dialogue, pooling of expertise and resources in both the public and private spheres in view of the significant changes in the financing of humanitarian aid on a global scale marked by a reduction in the development and aid budgets of many traditional donor countries which already have an impact on the way in which the NRC can finance its intervention in the CAR.

To achieve this, the Norwegian Refugee Council is looking for an experienced and dedicated Grants Manager to lead all NRC activities with its national partners in CAR.

What you will do:

  1. Strategic Fundraising and Donor Engagement. In collaboration with the Programs Unit, lead the development of the NRC’s fundraising strategy. This includes mapping donor policies and priorities and aligning them with NRC’s programmatic and advocacy objectives. The Grant Manager will play a key role in maintaining strong donor relationships with strategic funding partners, as delegated by the Head of Programs.
  2. Partnerships. Ensure that donor requirements/procedures are addressed in project implementation agreements with local partners (including change requests), and implement related control procedures. Contribute to the development of NRC’s partnership and localization approaches and strategy, including the integration of partnerships into the country strategy. Lead and facilitate the continuous development and improvement of partnership tools, systems and capacity building for local partners, based on lessons learned and feedback.
  3. Consortia. Under delegation from the Program Director, play a leading role in the NRC’s strategic engagement with consortia. This includes developing and strengthening consortia governance structures.
  4. Risk Management . In collaboration with the Risk and Compliance team, lead due diligence processes related to NRC grant agreements and partnerships in CAR. This includes reviewing donor contracts or equivalent, and coordinating with other relevant departments in the NRC Country Office. The Grants Manager will provide technical support, training, and capacity building to other NRC staff [ as appropriate, and to partner team members ] on donor compliance matters. Work with other departments to ensure that relevant required grant documents are ready and available for audits.
  5. Coordination and Representation. Engage in networking, information gathering, and contextual analysis that contribute to the NRC’s ability to make strategic and informed decisions regarding fundraising and partnerships in support of the NRC’s programmatic objectives. Under delegation from the Program Manager, actively participate in NRC regional and/or global grantmaking and partnership initiatives.
  6. Budget Development. In coordination with the Finance Manager, assist the Program Manager in developing top-down budgets for all funding opportunities and ensuring consistency between the budget and other proposal documents, as well as compatibility with funder compliance requirements.

Professional skills:

  • Four years of relevant experience in donor relations and grant management in a relevant context (e.g., with institutional, humanitarian and development donors)
  • Experience working in complex environments and with people affected by displacement;
  • Good understanding of donor rules and regulations Knowledge of the rules, regulations, priorities and compliance requirements of institutional donors – NMFA, UNHCR, DFID, ECHO, etc.
  • Proven skills and experience in developing reports and proposals and working with multiple funders;
  • Strong analytical skills (data and financial)
  • Good personal organizational skills, particularly time management, and the ability to meet deadlines and work under pressure;
  • Willingness to travel to area offices and work in a challenging environment as required by travel.
  • Excellent written and oral communication skills in English and French.
