CONTEXT

Santé Sud is an international NGO committed to the right to health for all. Our programs are designed using a public health methodology based on human rights and gender equality. Since 1984, we have been acting without replacing, strengthening the capacities of our local partners so that everyone has access to quality care. Our partners include health system stakeholders, local authorities in our regions of intervention, civil society organizations committed to the right to health, and local populations. Since 2012, Santé Sud has been an association of Groupe SOS.

The organization has nearly 40 years of expertise, across 4 major action themes: Medicalization of rural areas & Community health; Health, sexual and reproductive rights and gender equality; Child health and development; Fight against priority & neglected diseases. In 2024, Santé Sud, in conjunction with its local partners, will lead 10 programs in 5 countries (Morocco, Tunisia, Guinea, Mauritania, Madagascar) and Mayotte.

Present in Mayotte since December 2019, Santé Sud has been supported by the Regional Health Agency (ARS) since that date, for the deployment of a local health program in Petite-Terre. The Santé Sud project aims to raise awareness, screen and refer people far from care to local health structures, thanks to the work of its teams of health mediators (MS) and community relays (RC). The latter, from the targeted neighborhoods, have a perfect knowledge of the context and the habits of the inhabitants, allowing them to best adapt the activities. As part of the Mayotte Regional Health Plan (PRSM) for the period 2023-2028, Santé Sud positions itself as a “reference local association”, a privileged partner of the ARS in the Petite-Terre health catchment area. The association plans to increase its activities for the period 2025-2027, to extend them to the whole of Petite-Terre.

MISSIONS

Under the supervision of the Director of Operations, the General Coordinator represents Santé Sud and oversees the work of their team (9 employees) to ensure the quality, impact, and accountability of the intervention, and develops new projects in Mayotte. As part of their missions, they will be responsible for:

Strategic Management

– Monitors the health situation and developments in the health system in Mayotte.

– Identifies health-related opportunities and challenges in the intervention area (Petite Terre).

– Develops a strategy aligned with the objectives and overall strategy of Santé Sud.

– Manages the development of the annual budget of the Santé Sud Representation in Mayotte.

– Contributes to Santé Sud’s overall strategic thinking.

Project coordination

– Supervises the Hub Referents and the Technical Coordinator (IDE) for the planning and implementation of project activities in conjunction with operational and institutional partners.

– Regularly visits the field to monitor the quality of the implementation of activities and coach project teams.

– Ensures compliance with Santé Sud procedures and methodologies, in conjunction with the head office teams and in particular the health advisor on technical issues.

– Supports teams on the development of tools and on technical/training aspects, in conjunction with experts and head office representatives.

– Supports and supervises the development of MEAL project plans and ensures their implementation

– Leads the collection, reporting and analysis of project monitoring indicators, in conjunction with the team, the MEAL Manager and the health representative at headquarters.

– Oversees the donor reporting schedule and ensures the expected level of accountability and the quality of the reports.

Partner Relations & Development

– Establishes and maintains fruitful relationships with local partners, donors and government institutions.

– Develops the network of associative and technical partners and the reputation of Santé Sud in Mayotte.

– Ensures the formalization of partnerships and their regular evaluation.

– Identifies and mobilizes the funding necessary for the launch and/or continuation of programs.

– Ensures compliance with donor communication requirements and Santé Sud communication rules.

– Monitors development opportunities for Santé Sud in Mayotte.

– Participates, with the development and fund raising managers at headquarters, in the design of new projects in Mayotte.

– Represents the NGO at meetings, conferences and events.

Administrative, Financial & HR Management

– Supervises the administration and finance team and the management of budgets, in conjunction with the head office teams.

– Guarantees compliance with the contractual obligations of the various lessors.

– Ensures compliance of all actions with local law, overall security and the health context of the territory.

– Oversees the preparation of narrative and financial reports.

– Supervises the budgetary monitoring of projects with the support of the CAF.

– Recruits salaried staff and ensures compliance with HR policy in Mayotte.

– In charge of the recruitment and volunteer management policy (community relay team).

How to apply

PROFILE

Education : holder of a diploma in the field of health, international solidarity, management or project management.

Experiences:

  • At least (at least 5 years) as a project manager, in a national or international NGO or cooperation agency.
  • Experience in the healthcare field highly appreciated.
  • Partnership management / Collaboration with stakeholders in the health system.
  • Multicultural and multidisciplinary team management.

– Dynamism and spirit of initiative, autonomy, rigor.

– Adherence to the values upheld by Santé Sud (co-construction, expertise, responsibility and justice).

CONDITIONS

– Location: Labattoir, Petite Terre. Mayotte.

– CDDU: 18 months renewable.

– Expected start date: September 1, 2025.

– Remuneration: according to profile and Santé Sud salary scale.

– Transport: 100% coverage of home-Mayotte plane tickets on departure and return from the mission (if home outside Mayotte) and 2 return tickets/year to home.

– Benefits: Installation allowance (if living outside Mayotte).
